Description
Islington Council invites suitable expressions of interest from suppliers for 1516-287 Redbrick Estate District Heating Renewal.


Background
The remaining life expectancy of major central heating plant items together with the high level of historically recorded maintenance issues relating to heating systems on the estate have focused the London Borough of Islington to consider replacing major components of the existing heating installations.


The requirement
Islington Council requires:

• The complete renewal of the existing district boiler plant at Vickery Court Boiler House
• The updating of the district boiler plant at Steadman Court Boiler House
• The replacement of external distribution pipework to Vickery Court, Steadman Court and Bartholomew Court
• New and efficient radiators, hot water cylinders, controls, and pipework will be installed throughout all dwellings
• Provisions for the Bunhill Heat Network Phase 2 upgrades
• Provisions New Build development to connect to the existing Redbrick Estate’s district heating.


Lots
This contract is not being split into lots as the scope of the works is fully integrated on a single estate.


TUPE [Transfer of Undertakings (Protection of Employment) Regulations]
Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.


Contract Period
The contract period will be for twelve (12) months from an estimated start date of January 2017 with a further twelve (12) month defects liability period which will include commissioning and maintenance.


Contract Value
The estimated total value of this contract is £1,650,000 over the maximum 12 months term of the contract. This value will include the defects liability period. The Council is confident the bids received will be lower than the estimated value.


Award criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is cost 60% and quality 40%. Tender submissions will be subject to minimum quality score of three (3) or above on each question. Further details will be provided in the invitation to tender.

Proposed approach to planning, implementing, undertaking and delivery of the works - 25%
Proposed approach to communicating and liaising with residents - 10%
Proposed approach to managing service failure of the heating system - 5%
Total 100%

Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission.

We reserve the right to interview leading bidders.


Procurement Process
The contract will be procured using the Restricted Procedure. The Restricted Procedure means the procurement process will be conducted in two stages.

The first stage will involve selecting a maximum of the six (6) highest-scoring organisations through a pre-qualification questionnaire (PQQ). All submissions will be subject to minimum requirements as stated in the PQQ.

The second stage will be an evaluation of tenders submitted by bidders who are selected at the PQQ stage.
