PAN1240 - Analytical Asbestos Services and Asbestos Surveys

Leicester City Council Tenders for the provision of Analytical Asbestos Services and Asbestos Surveys.
The proposed Contract will be for three years with an option to extend for one year totalling no more than four years and it is anticipated to be awarded to up to four providers per lot. Any extension will be at the sole discretion of the Council.

The decision to tender for this service is due to the level of business the Council carries out with asbestos consultants. The council are currently in the last few months of its current asbestos consultancy framework and due to this completion has decided to re-advertise due to the levels of work required. In recent years the cost to the council for Analytical works and surveys is the region of £300k per annum. This value is given in good faith but the Council does not warrant nor guarantee the amount if any nor the value of any service commissioned under the Framework Agreement as a whole nor from any individual contractor.
1.2.2 Leicester City Council wishes to appoint up to Four (4) specialist asbestos consultancy companies to provide per lot:
LOT 1: Asbestos surveys including management & refurbishment/demolition.
LOT 2: Reactive investigations and analytical asbestos service information on properties within city council owned buildings, including housing stock; and the consultant(s) carrying out the analytical works and surveys shall not be sub-contractors to the appointed consultant(s), i.e. all staff shall be under the direct employment of the appointed contractor(s).
The appointed consultant(s) shall also be required under the terms of the contract to provide emergency service associated with asbestos works, this is expected to be within 24 hour, 7 days a week/365 days per year. The contract length is for an initial 3 years with an option to extend for further year pending success of contract.
