Description
The Council is seeking to establish a single service provider to deliver Electrical works. The contract will run for an initial term of five (5) years with the option for the Council to further extend for three (3) + three (3) + one (1) + one (1) year + one (1) year at a time, up to a maximum of fourteen (14) years. The Council proposes to use a Competitive Dialogue procedure for the purposes of procuring the contract and the tenders will be evaluated on the basis of achieving the most economically advantageous tender (MEAT) in the opinion of the Council. The contract relates primarily to housing stock although work to schools may be incorporated. The works comprise domestic re-wires; testing of electrical circuits; installation of door entry services; fire alarms; sprinklers and the like; cyclical services and call-outs to electrically based communal systems.

In accordance with the Public Contracts Regulations 2015, the Council has published the PQQ and ITT documents. The ITT documents are published for information only at this stage. The potential suppliers are required to submit a completed PQQ application as part of this pre-qualification stage of the procurement process. All the PQQ documents will then be assessed by the Council in accordance with the PQQ instructions and the selection criteria as described within the PQQ instruction and guidance documents. Further details are provided within the Information Pack via the London tender portal (www.londontenders.org).


We would be delighted to meet you at the Bidder Briefing Event which the Council will be hosting on Wednesday 9th March 2016. It would be in your best interest to attend particularly as this event will provide you with an overview of the Council’s requirements including the procurement process. You will also be given an opportunity to meet the project team and raise any clarification questions you may have. The event will open for arrivals from 9:30am for start at 10am to 13:00. Attendance will be limited to three (3) delegates per PQQ applicant. We are keen to receive your confirmed attendance via the E-Tender portal, for the date/time indicated together with the names of your representative who will be attending. We need to receive this information by 12:00 on Tuesday 8th March 2016. After the event, a copy of the presentation and a list of clarification questions including the response provided by the Council, will be uploaded via the E-Tender portal for transparency purposes.

All Clarifications need to be submitted via the messages area within the portal (www.londontenders.org.) Clarifications received via other means will not be responded to.
