Main contract details
The London Borough of Croydon (LBC) is calling off via the Homes and Communities Agency Multi-disciplinary Technical Panel. This Sifting Brief is the first stage of the tender process for the selection of a consultancy to provide support services for LBC’s duties under the Flood and Water Management Act 2010 (FWMA), and ancillary responsive consultancy services as may be required. By responding to this Sifting Brief you will be expressing your interest, and confirming your capacity to be invited to tender for the above commission.
LBC will be inviting a maximum of 5 organisations to tender and we require each invited panel member to respond to the questions outlined in the Sifting Brief Response document. We will then evaluate responses and select the Panel Members who will be invited to tender.
Any expressions of interest or tender submission that does not include the information requested in the Pre-qualified Questionnaire or Sifting Brief Response Document or Tender Response Document is likely to be rejected.
Please note that completed Expressions of Interest or Tenders received after the closing date may be rejected.
All prices stated must be exclusive of V.A.T.
The Council reserves the right to award any contract which will produce the most economically advantageous tender in terms of price, technical merit, delivery and quality.
Suppliers are invited to complete the Tender and to submit it, together with any requested supporting information, by 12.00 noon on 19th August 2016.
Please use the message facility on this site to send and receive all queries/communication (please exclude company names in all questions). All questions and answers will be made available to all bidders (subject to being submitted anonymously). The deadline for queries is: 12.00noon on 15th August 2016. Please note that it is your responsibility to review/check all previous questions and answers as well as the additional information section on the portal for updates.
No approach of any kind in connection with this procurement should be made to any other person within, or associated with the council.
Please use the London Tenders Portal (www.procontract.due-north.com) to register your interest or acknowledge receipt of an invitation with its accompanying documents confirming your intent to submit a tender as requested. If it is not your intention to register your interest or submit a tender please delete the attached documents. As part of our quality initiative, it would be helpful for us if you used the ‘opt out’ button and provided reasons for not tendering.
Please note that it is your responsibility to make sure all relevant colleagues have access to the London Tenders Portal (and the procurement documentation/deadlines dates within). This is to account for staff off on leave, sickness or leaving the company. For this reason, we suggest having a generic email address as your main contact on the portal.
Please not upload your expression of interest or tender submission documents to the portal well in advance of the tender deadline as the portal can crash or slow down when multiple tenderers upload large files at the last minute.
The server timestamps (GMT) Tender and accompanying documents when they are submitted.
Supplier user guides are available from the links menu within the Suppliers area of the portal. Suppliers are advised to make themselves familiar with the user guides contents prior to uploading Tenders.
No submission via any other method than the London Tenders Portal will be accepted. Completed Tenders may be submitted at any time before the closing date.
LBC accepts files submitted as Microsoft Office 2007 (or earlier versions) and PDF files in Adobe PDF reader version 8.2.1 (or earlier). If you are submitting supporting documents to your Tender please ensure that you mark any documents with the name of your organisation, the document name and the corresponding question number, if appropriate. For example “Acme Ltd-ITT Response-QD19”. If the documents are provided in later versions than those mentioned above that cannot be read, then the supplier/provider’s proposal may be rejected.
