PRIOR INFORMATION NOTICE

Bracknell Forest Council is looking for a suitable provider to deliver a health visiting service to improve the health outcomes for the population of 0-5 year-old children and their families and to reduce health inequalities.

The Health Visiting Service will consist of specialist community public health nurses (SCPHN) and skill mix teams who provide expert information, assessments and interventions to families and work in partnership with a range of different agencies. Health Visitors are responsible for leading and delivering the mandated and additional elements of the Department of Health's Healthy Child Programme for 0-5 year old children and their families.

The contract should start 01 January 2017 for an initial period of 15 months with the option to extend a further nine months (maximum period two years) subject to funding and performance. Estimated contract value is between GBP1,740,000 and GBP2,790,000. The value range stated depends on contract length.

This procurement process is being completed under the “Light Touch Regime”, governing “Social and Other Specific Services” detailed in the Public Contracts Regulations 2015. The Council will evaluate the tenders in stages which will be detailed in the procurement documents. The number of stages will depend on the level of interest received. As a minimum, providers will need to demonstrate
a. their experience of running a health visiting service,
b. transferring staff from other provider(s) where relevant,
c. ability to integrate effectively with related services (especially school nursing).

Suppliers must be financial sound with a turnover at least double the tendered annual contract value.
