Supply and Fit of Tyres and Associated Services
Main contract details
St. Helens Council’s Transport Department is based at Hardshaw Brook Depot, Parr Street, St Helens, WA9 1JR, and has a requirement for the supply and fitting of tyres to its commercial vehicles and plant.
The aim of the contract is to achieve value for money, ensure adequate stock availability and technical support, legislative compliance and to ensure environmentally friendly collection and disposal of used tyres.
The contract requires that the successful provider has an operational base within an 8 mile radius of WA9 1JR.
The Council’s current fleet is in the region of 180 registered vehicles and plant. In the main these vehicles operate within the borough of St Helens, although there are occasional journeys beyond these boundaries.
The normal working hours for the fleet are Monday to Friday 6.30 to 20.00 & Saturday 07:30 – 12:30, nevertheless due to the diverse nature of the services provided the successful contractor will be expected to provide cover on a 24 hour, 365-day basis.
The Supplier shall be a member of the Tyre Recovery Association or equivalent.
The Supplier shall hold an NTDA Roadside Emergency Action Concerning Technicians (REACT) – Licence to Work Safely at the Roadside or equivalent.
The Council is seeking to procure a supplier in accordance with the open procedure as set out in The Public Contracts Regulations 2015, Part 2, Section 3, Regulation 27 (the “Regulations”). The Council is using the open procedure due to its requirement for the procurement of a supplier to successfully deliver the service. All interested suppliers can submit a tender response and all bidders who meet the selection criteria set out in the Suitability Questionnaire will then proceed to the evaluation stage of the process.
St Helens Council wishes to award a contract for 48 months.
The Invitation To Tender (“ITT”) sets out the instructions for the tender process and the tender evaluation criteria for the ITT stage of the procurement process.
The ITT has been produced to allow the Council to evaluate the most economically advantageous tender from the view of the Council from the organisations who respond to the OJEU Contract Notice. The Council will score each Bidder’s response against the criteria set out in the ITT
When the evaluation process has been completed, the Council will inform all Bidders of its decision to award the contract, the reasons for the decision and details of the mandatory standstill period in accordance with Regulation 87 of the Public Contracts Regulations 2015.
