0 - 5 Special Needs Pre School Playgroup Provision - Soft Market Testing

Swindon Borough Council is seeking input from the market for a pre-school playgroup for children with special needs aged 0-5yrs. Providing the opportunity for children to play and develop in an environment designed to educate and stimulate.
The service has a clear focus on the early year’s foundation stage, and focussing on the prime areas to help children reach their full potential.
We recognise that skills and knowledge develop gradually and are depend on opportunity, practice and encouragement.
This market assessment is not part of the procurement process, but is purely investigative in nature, to potentially assist the Council in defining a specification and contract for the service.
In preparation for this, it is our intention to hold some ‘Soft Market Testing’ (Preliminary market consultations) through a questionnaire to review the current supply market.
The same information will be gathered from all providers, who wish to participate in the Soft Market testing to assist the Council.
This advert relates to a proposed ‘soft market testing’ exercise only and is NOT a call for competition.
Any contracts for services or supplies relating to this exercise may be subject to separate procurement process in accordance with the Public Contracts Regulations 2015 (as amended).
All participants in this ‘soft market testing’ exercise shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant.
Description
Outcomes required from the work
• The provider should aim to meet the needs of children who are of pre-school age who have been referred by a range of agencies/professionals or through self -referral.
• The provider will aim to meet the needs of both the parents and their children by facilitating the child’s progress into education.
• The work should be holistic, preventative and long reaching; aimed at improving life chances of the children for whom they provide a service.
• To provide safe, stimulating and educative play for pre-school children with special needs where possible playing alongside children following normal development patterns.
• To provide support, advice, and information for parents and carers of the children attending the group.
• Provide facilities whereby visiting consultants, therapists, educational psychologists and other professionals can liaise with staff, parents and carers to carry out assessments, treatment and offer advice
Specific delivery requirements and performance indicators
• To successfully include appropriate referrals referred to the Provider within one year of referral where possible
• To provide support to families.
• All staff to be qualified/working towards NVQ Child Care Level 3 or above.
• The manager to be qualified/working towards NVQ Child Care Level 4 or above and to achieve Early Years professional status or equivalent.
Five working days prior to the monitoring meeting, the Provider will provide the Purchasers and Funders Nominated Officers with a report containing the following:
a) Progress in achievement of Local Performance Indicators, which is encapsulated in the quarterly monitoring form.
The purpose of this Soft Market Test is to gain intelligence on the supply market for Swindon Borough Council’s requirements, including information that will help define the most appropriate structure, plan and budget for any potential competitive procurement exercise.
Participants are invited to respond to the attached soft market testing response document in writing, along with providing details of their organisation.
Soft Market Testing Responses are required to be submitted no later than 21st February 2017, 14.00GMT by e-mail to cesmith@swindon.gov.uk.
For the avoidance of doubt, no information provided in response to this questionnaire will be used by the Council in assessing providers during any future procurement process, scheduled to commence in 2016.

The Council’s responses to these clarification questions will be uploaded as attachments on the project webpage attachments section. Therefore it is the Supplier’s responsibility to check the site regularly for updates to clarifications, as you will not be advised when updates have been made.
