Prior Information Notice (PIN): Procurement of Bin Sensor Systems
Introduction:
This prior information notice is issued by Cambridge City Council to inform potential suppliers about an upcoming procurement opportunity for the provision of bin sensor systems.
This PIN is released with the idea that those organisations that submit their information via this route will be given direct access to the tender once it is released. The opportunity will, of course, still be advertised in the normal manner, however, any company expressing an interest at this point will get an automatic email once it is live on the portal should we decide to proceed with the full tender.
Additionally, Cambridge City Council reserve the right to hold a market engagement event for interested parties. This will be decided once we are clear on the level of interest.
It should be noted that there may be other partner councils who will also become part of this procurement. Cambridge City Council will be the lead authority and will procure on behalf of other interested Councils.
Description of current thinking on the Contract outline and requirements
The contract pertains to the procurement of bin sensor systems for street waste management purposes. The bin sensors are intended to monitor fill levels and optimise waste collection operations. The system should be capable of accurately detecting fill levels, transmitting data wirelessly, and integrating with existing waste management infrastructure.
Objectives:
• Improve efficiency in waste collection processes.
• Reduce operational costs associated with waste management.
• Enhance environmental sustainability by optimising waste collection routes.
• Reducing litter numbers
• Increasing responses times to complaints of overflowing bins
• Reducing complaints on overflowing bins

Scope of Work:
The scope of work includes, but is not limited to:
• Supply and installation of bin sensor systems.
• Configuration and calibration of sensors.
• Integration with existing waste management software or platforms.
• Provision of training and technical support.Routing of all street bin assets including those without sensors
• Route optimisation
• Fleet size configuration
• Staff resource planning

Timeline:
It is anticipated that the procurement process will commence in Early in quarter one of FY24/25. The timeline for submission of proposals, evaluation, and contract award will be specified in the tender documents. However, the closing date to express an interest for this PIN is midday 4th April 2024
Participation:
Interested suppliers, manufacturers, and service providers are invited to express their interest by completing the document and questions attached to this notice. This notice serves as an early indication of the contract opportunity and does not constitute a formal tender process or offer.
Market Consultation:
This notice may lead to the Council conduct market consultations to gather insights and feedback from potential suppliers. Details regarding any market consultation events will be communicated in due course.

Supply the names of at least two (2) references sites where your system is in use.
Please list those systems with which your solution connects.
Please confirm you would be willing to demonstrate an outline of the capabilities of your system at a no more than 30 minute (online) demonstration of the system to a number of Council stakeholders.
