Description
North Somerset Council (NSC) wish to procure designer services and works contractor for the highways project (the Project) within its Housing Infrastructure Fund (HIF) Programme. It is noted that the housing and education works as part of the HIF proposal are not included in this notice.
NSC are currently envisaging appointing an organisation through early contractor involvement to complete design development, manage the project through statutory processes, negotiate a cost for construction and construct the Project.
North Somerset Council (NSC) wish to procure a single organisation to provide designer services and works construction for the highways project (the Project) of its HIF Programme. It is noted that the housing and education works as part of the HIF proposal are not included in this notice. It is noted that the HIF Programme comprises of three projects:(i) Highways; new bypass at Banwell, on-line transport improvements, Banwell Village Improvements, utilities upgrades and flood mitigation works relating to the bypass estimated at circa £38m.(ii) Education: 900-place secondary school at Weston Villages (not included in this notice)(iii) Housing development at Weston Villages (not included in this notice).NSC are currently envisaging appointing a single organisation who will undertake the following services and works for the highways Project:
• .Preliminary design
o design development to a level sufficient for local planning authority applications including technical approvals, approvals of departures, traffic management plans, phasing plans and Road Safety Audits
o preparation of environmental design including construction environmental management plans, masterplans, environmental statement and impact assessment
o land reference plans and orders
• Statutory processes
o Submission and management of a planning application
o Prepare materials and attend the public inquiry (if required)o Prepare land acquisition plans, assist in making of orders
o Prepare ‘ghost’ environmental licenses and consents
o Update environmental design (if required)
• Prices negotiation
o Prepare and negotiate prices for the detailed design and construction of the Project
• Detailed design and construction (subject to satisfactory prices negotiation)
o Prepare construction design
o Construct works
o Aftercare period and maintenance.
o Handover.
For clarity, NSC seek to appoint a single contractor to undertake the design development phase under a professional services contract (Stage 1). At completion of the statutory processes phase and subject to satisfactory prices negotiation, NSC intend to enter into a construction contract for the detailed design and construction works (Stage 2).The HIF Programme is subject to funding approval.

A written commentary on the proposed approach, in particular the two-stage appointment for the contractor. Please include details around the potential benefits and disadvantages to this approach, as well as setting out any other matters you feel NSC should be aware of when finalising its sourcing strategy (max. 2 sides of A4).
