<p>Islington Council is ambitious about excellent nursing home provision to meet the needs of residents who cannot remain in their own homes or in other accommodation-based services. The Council is keen to work with providers that offer high quality, personalised, enabling care and support. Our aim is that nursing homes are well-connected, at the heart of communities, active contributions to social value, and offer exciting employment opportunities.</p>
<p>The Council holds block contracts for nursing care beds, however demand for in-borough placements out strips supply. In light of this the Council is seeking to maintain and expand the availability of in-borough nursing care beds block provision.<br />The requirement</p>
<p>Islington council is seeking to procure a block of at least eighteen (18) older people’s nursing home beds, with the flexibility to meet the Council’s vision to increase capacity to procure up to a further 18 beds as required (36 in total) in a care home/care homes based in the borough, rated at least ‘Good’ by the Care Quality Commission (CQC.)<br />To ensure a high quality offer, the council is seeking to procure provision only in homes rated ‘Good’ or above by the CQC.<br />Lots</p>
<p>The contract will not be divided into lots. </p>
<p>TUPE [Transfer of Undertakings (Protection of Employment) Regulations]</p>
<p>Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. <br />Contract Period</p>
<p>The contract period will be for 48 months from an estimated start date of 1 December 2022 with option to extend up to a further 24 months. <br />Contract Value</p>
<p>The maximum value of the contract for 18 beds is £1,122,574 per annum and up to a maximum of £2,245,149 per annum for up to 36 beds. The maximum value of this contract based on 36 beds, is £13,470,892 over the maximum 72 month term of the contract. However the Council is confident the bids received will be lower than the estimated value.<br />Award criteria</p>
<p>The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 80% and cost 20%. Further details will be provided in the invitation to tender.</p>

<p>Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. </p>
<p>We reserve the right to interview leading bidders.<br />Procurement Process</p>
<p>This contract is over the threshold at which we are required to publish public procurement notices for new procurements to the UK e-notification service, Find a Tender (FTS). </p>
<p>This procurement will be conducted in accordance with the Public Contracts Regulations 2015, <br />under Chapter 3 Section 7 Social and Other Specific Services (known as the “light touch” <br />regime). Under Regulation 76 the council is free to establish a procedure, provided the <br />procedure is sufficient to ensure compliance with the principles of transparency and equal <br />treatment of economic operators (service providers).</p>
<p>The procedure the Council has designed is based on the open procedure but with the option for an element of negotiation (if required). All service providers who successfully express an interest will automatically have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated. Further details will be available in the tender documents. </p>
<p>The council reserves the right to award the contract on the basis of the evaluation of initial tenders without negotiation where this offers value for money. The council reserves the right to not award the contract if the received tenders do not offer value for money. </p>
