Description
Expressions of interest are invited from organisations with demonstrable previous experience of large occupied office refurbishment projects of similar size and scope to this proposed project at Bracknell Forest Council’s (the Council’s) Time Square premises.

The project will allow the rationalisation of the Council’s property portfolio and needs to relocate its staff, Management suite and the Council Chamber and associated democratic function into Time Square.

The Time Square building is a five storey office block located in the centre of Bracknell, and is currently in use as Council Offices.

Estimated contract value between £2m and £2.3m.

The front of the building is deemed to face due east. The building has glazed terraced projections at 4 of the 5 floor levels.

The building is a reinforced concrete / steel framed structure, with a combination of curtain walling to the front and part rear elevations, and brick panel walling to the end and part rear elevations.

There is a flat roof which contains a plant area enclosed by grilles to the perimeter. There are two lift motor rooms mounted on the roof. Access to the roof is currently via a fixed ladder and roof access hatch located in a stairwell to the northern end of the building. The roof has recently been re-covered and roof top mechanical plant replaced.

There is an underground car park beneath the building, accessed via a ramp to the northern face of the building. There are various external staircases into the basement located around the perimeter of the building.

To the front of the building there is a projecting glazed atrium extending for the full height of the building.

The building was (internally) refurbished during 2013, excluding the atrium area.

Council staff are currently located in both Time Square and Easthampstead House both of which are in Bracknell Town Centre. . In order to accommodate the extra staff and a new Management suite and a Council Chamber and associated democratic function into Time Square further changes are required and include :

• The replacement of the main entrance atrium glazing, new atrium roof structure, deck and coverings. Atrium floor plate extension to all floor levels
• New Council Chambers to the Ground Floor along with internal alterations to the ground floor layout.
• Alterations to the fourth floor layout.
• New archive storage facility within the basement area.
• New flag pole and public notice board.

Programme:
Evaluation of the Selection Questionnaires will be completed by end of May 2017.
The tender documents will be issued to the selected contractors by Mid-June 2017 with a 4 week tender period.
The successful contractor will be appointed Mid-September 2017.
The main construction works will commence early October 2017 and complete in early February 2018.

The works will be fully designed by The Councils consultant up to RIBA Stage F. The Consultant will then undertake the role as Contract Administrator during the construction phase RIBA Stage K.

Please note that Time Square will be occupied throughout the construction phase. Due care and consideration must be given to ensure that the building functions without any interruptions to service.
