Description
East Riding of Yorkshire Council is seeking applications from economic operators to be admitted to the Council's new Dynamic Purchasing System (DPS) for the Supply and Application of Bituminous Based Binder Products in Highways Maintenance. It is intended that the DPS be in place for 10 years with an approximate spend of £9.15m.

The DPS is divided into categories of materials (lots) and applicants may apply to be included on any or all of the lots. Applicants will only be admitted to lots applied for if the core DPS selection criteria and lot specific selection crieria are met. The lots are as followed:

Lot 1 - Roadmaster Binder Supply only
Lot 2 - Supply & Application of Bituminous Bond Coat
Lot 3 - Slurry Seal Binder Supply Only
Lot 4 - Supply & Application of Binders suitable for Surface Dressing
Lot 5 - Supply of Miscellaneous Bituminous Based Products

The Council expects to receive initial applications for admittance to the DPS in October 2019. Applicants will be informed at the earliest opportunity whether or not they have been admitted to the DPS. Applicants who are not admitted to the DPS may apply again for admittance to the DPS at any time.

Annual call offs are expected to be undertaken in December each year, to attain specific pricing and material specifications for each lot, for start of the surface dressing season in February the following year.

All economic operators admitted to to the relevant DPS lots will be invited to submit a tender in the annual call off exercises. Contracts will be awarded on the criteria as set out in the Invitiation to Economic Operators (ITEO) published at the time of each call off. The Council reserves the right to not award any contract as a result of a procurement process, and reserves the right to purchase any materials from suppliers outside of the DPS should it be required. Admittance to the DPS does not give rise to any exclusivity for the admitted economic operators.
