This procurement is on behalf of all parties noted within Annex 1 and listed above, so these parties can rely on the information which is produced so their respective boards can approve and therefore move to the next stage of the process.

The business cases which are produced must be cost neutral to the CCG and therefore the first solution for the business case must be to review the options provided by the existing partners estate prior to moving to the next stage in the process.

Purpose:
The purpose of this paper is to procure a business case partner to support the delivery of the new projects as outlined below. This partner will develop the SOC & OBC considering an options appraisal as to the most appropriate procurement route. These works may include undertaking a PID and therefore we have outlined a specification for those works and an opportunity to price. It should be noted that whilst this paper outlines the key criteria for the business plans it will still be encumberment on the chosen organisation to follow the ‘five case model’ as outlined by NHS England, where the facility is predominantly a health facility, and to gain approval from NHS England’s Project Assessment Unit and/or another equivalent body, which is appropriate for the scheme. It should be noted that whilst the elements below outline the scope it is the responsibility of the tendering organisation to identify any additional areas which are required to deliver a fully considered business case which is approved by an appropriate body. It should be noted that any of the above noted bodies should be able to utilise the business case/s for their own internal approval.

Introduction:
The Black Country Sustainability and Transformation Plans bring together various parties across the Black Country to deliver savings, initially within the health economy, but also across the wider public sector. The organisations include, but are not limited to, the CCG’s, the Council, Secondary Providers, Community and Mental Health providers along with other public sector bodies. It is noted that the estate is the third largest category of cost for the NHS, after staff and drugs, and has been identified as a real enabler to deliver savings to the health economy. There are significant opportunities in terms of improving the efficient delivery of capital procurement and construction process. However, the existing estate also has real opportunities to deliver solutions and should be the first consideration for any business case which is being developed. It should also be remembered that when delivering best value one of the key criteria is the ability to deliver services in the most efficient and effective manner and the process outlined below will look to focus on this as a key priority.

The following will be key considerations in assessing a project for development;
• A clear and concise clinical strategy for a scheme – Please see ‘Service Strategy Specification’ which has been developed;
• Unlocking the potential within the existing estate;
• More efficient operation of the estate and of information technology;
• Improved efficiency, including value for money, in terms of capital and construction; and
• Making sure the solution is value for money in terms of delivering effective services.
The above is key to delivering value within the estate and therefore avoiding properties which have, at times, been under-utilised and therefore not as effective as they could be.

The project business case is important because projects will only deliver their intended outputs and benefits if they are properly scoped, planned and cost justified from the outset.

Preparing the project business case must use the ‘five case model’ which provides decision makers and stakeholders with a proven framework for structured “thinking” and assurance that the project delivers:
• The Strategic Case - Provides a strategic fit and a compelling case for change;
• The Economic Case - Maximises public value;
• The Commercial Case - Commercially viable and attractive to the supply side;
• The Financial Case - Is affordable and fundable over the period of the concession;
• The Management Case - Can be delivered by an organisation and its partners.
