The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.

Description:
The borough is seeking to tender for a building and support service and is seeking good quality buildings and innovative models of service delivery, which take into account the specifics of the service being sought. Efficient and effective support provision that will enable women and children survivors of domestic violence hem to develop the confidence and life skills to live free from abuse or trauma

The key requirements of the specification include:

• The provision of a building from which the generic refuge service can be delivered. It is anticipated that the building will be able to provide in the region of 12 – 18 units of self-contained accommodation and appropriate office space and onsite facilities.
• Providing support services to survivors of domestic abuse;
• Supporting women to rebuild their life following a period of abuse;
• Supporting women with a broad spectrum of issues ranging from domestic abuse, forced marriage, honour based violence, FGM.
• Providing emergency and short term accommodation to women and their children
• Supporting women and their children to settle into the borough, accessing GP or children’s services or other specialist services such as solicitors or criminal justice system
• Delivering support services to women that enable them to develop the confidence and life skills to live free from abuse or trauma
• Preparing women and their children to move on to an accommodation type of their choice
• Working in partnership with local women, children’s and domestic violence services as well as health and social care professionals
• Complementing the delivery of local and national strategies such as the Violence against Women and Girls Strategy
• Ability to commence the new contract from 2nd April 2018
If the building is not owned by the bidding organisation a Management Agreement or Service Level Agreement which has been agreed in principle will need to be submitted alongside the tender documents.

The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation.

The anticipated contract start date is: 2nd April 2018

The estimated value of the contract is: £129,500 per annum.

Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download.

Organisations must ensure that access to the system is available to their representatives dealing with the contract. The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.

Tenderers are responsible for allowing sufficient time to submit their ITT. The Council accepts no liability whatsoever for ITT’s that are not submitted due to internet connectivity issues, transmission delays or errors.
