<p>Corserv on behalf of Cormac Solutions Ltd who are contracted to Cornwall Council for the above-named works invite you to tender for the sub-contract works package comprising the design, manufacture, fabrication, transport and installation of a 12m single span bridge consisting of discrete steel I-beams clad with timber and topped with timber decking to serve the Saints Trails multi-use trail. The full site address is Off Bone Mill Road, Bolingey, Near Perranporth, Cornwall (what3words: boom/assist/riverbank). Should your bid be successful you will be required to enter into a subcontract agreement based on an NEC3 Option A subcontract, the subcontract will incorporate the documentation contained in this enquiry, your bid information and any subsequent clarifications or agreed amendments prior to entering into subcontract. The Subcontract terms have been amended under Clause Z8 to provide for a two stage design and construction progress, consisting of: Stage 1 &ndash; Design and submission of design, securing approval from The Technical Approval Authority (Cornwall Council), provision of bridge deck loadings and other design information to enable others to design and construct foundations. Stage 2 &ndash; Manufacture and Fabrication at subcontractor&rsquo;s facility, transport to site and installation. Compliant Bid Structure. All bids must contain a response to both the Commercial (Activity Schedule, Contract Data Part 2) and Quality (Quality Questions) elements. Documents for returning are located in module 9 of the online questionnaire. Tenderers can use the Typical Activity Schedule supplied or develop their own. Tenderers must submit a Fixed Price for the Stage 1 works, and provide a detailed Stage 2 Cost Estimate. Following the completion of Stage 1 by the successful tenderer, the Cost Estimate for Stage 2 will be confirmed taking into account any additional constraints, requirements or enhanced specification requirements imposed by the Stage 1 process, but also taking into account any savings or value engineering that has been identified during Stage 1. Tenderers must also submit a Clause 31 programme. Bid Assessment. Bids will be assessed and scored on pre-determined criteria as follows : Commercial 70% Quality 30% Commercial bids are assessed on two elements : Activity Schedule worth 65%, calculated as (lowest tender total) divided by (subcontractors total) multiplied by 65. Contract Data worth 5%, based on the performance of each tenderers rates for Fee , Design and Manufacture against a Change model. Quality bids worth 30% are assessed using a series of questions set out in Appendix E of the documentation. The scoring matrix is included at the end of the questions. A total of 100 marks is available. Bids are assessed as (subcontractors marks) divided by (100 marks) multiplied by 30. Enquiry Information. Documents to return &ndash; sample Activity Schedule, Word version of Contract Data Part 2. Site Visits. Not all the land is currently in ownership of Cornwall Council although we have secured access rights, therefore all site visits leaving the public highway will need to be accompanied. The successful tenderer will be notified within 3 weeks of the tender return date. However, bids must be open for acceptance for 3 months after the closing date. It is envisaged that the bridge will be installed early in 2022.</p>
