Main contract details
To maintain control of the projects finances, Buckingham County Council (BCC) are seeking to engage a commercial team to work with them in ensuring that the Contractors tender and are financially robust and offer best value to the client, as well as ensuring that the projects finances are managed in order to meet budget requirements throughout the construction of the project up to the agreed final account. In addition we are seeking consultancies that are experienced in providing the Contract Administration role under the JCT Traditional Contract.
The broad key objectives to be undertaken as part of this commission include:
1. Deliver the services (working with the client and all other project stakeholders and the works contractor) having regard for and in order to assist in meeting the councils Capital Programme Key Objectives.
2. Attend Client, Project and Construction and any other meetings as required under the project and your appointment.
3. Develop and maintain (throughout all work stages) the project’s Cost Management Protocols and Work Stage Cost Plans including Whole Life Cycles costs as appropriate and provide the client with accurate predicted project Cash Flows.
4. Work with the appointed Project team and feed into (throughout all work stages) to the Project Delivery Programme to include Procurement programmes, Design programme, Construction programme, Hand Over and Post Occupancy Evaluation Programme.
5. Work with the stakeholders and project team and feed into overall project programme, and assist in reporting progress, costs and delay with causes to the client.
6. Prepare and present monthly cost reports including reporting on financial KPIs and costs indicating cash flows and any key gateways or decisions required to enable project to meet budget, programme and objectives.
7. Work with the client to develop the Project’s Design Team Procurement Strategy leading on the proposed terms and conditions for professional team appointments and assisting in the development of scopes of service.
8. Work with the appointed project team and feed into the Works Contract Procurement Strategy leading on proposed options for the terms and conditions to be used in relation to the works contract(s).
9. Advise the client on any services required to develop and deliver the project including the terms and conditions of appointment of consultants, sub-consultants, and contracts for all works related contractors, sub-contractors and suppliers.
10. Ensure the correct and timely execution of all project related appointments, agreements and contracts, liaise with the client and their legal advisors and report on any issues preventing or delaying execution.
11. As required administrate the terms and conditions of the projects Contracts, Appointments and Agreements in accordance with these agreements ensuring any parties obligations are fully met.
12. Advise the client on the performance (in meeting obligations) on any and all parties to agreements, contracts and appointments involved in the development and delivery of the project and report of the client on the performance of obligations.
13. Work with the stakeholders and project team to monitor, manage, prepare and issue any instructions required on behalf of the client to the project team members, Works Contractors and Suppliers in accordance with the terms and conditions of their appointments, agreements and the projects building contracts.
14. Prepare and present monthly procurement and administration reports including reporting on status of contracts and appointments and any decisions required to enable the project to meet budget, programme and objectives.
Notes:
A viability study has already been completed by BCC. This commission will commence with a review of the financial viability study. (RIBA 1)
The project compromises of the following works:
• An extension to the existing hall
• A single storey extension to the North West of the school. The extension will facilitate the conversion of two existing classrooms into three. A small existing external courtyard will be converted to an internal space, providing a new group/ study / break-out space together with providing access to the new classroom
• External works to create additional car park spaces
• Estimated works value £1.2 million.
