Current status / Background
The contract will combine two current services delivered in Islington: forensic residential care (made up of eight units) and forensic step-down accommodation (made up of three units).
The service delivers long term support, rehabilitation and recovery, enabling residents with severe and enduring mental illness to lead fulfilling lives in the community, maximising life opportunities and independence. The new service is estimated to start from 01 August 2019.
The requirement
The service will provide residential care and step-down supported accommodation, for men aged 18-65 years with complex mental health needs, who have been in contact with the criminal justice system services as a result of their mental ill-health, and have had stays in a secure hospital or prison setting.
This service aims to facilitate the transition out of hospital or prison back into the community through providing a supportive and safe setting from which residents can continue the process of rehabilitation. Over a period of time, residents will be supported to step down to less intensive support within the mental health accommodation pathway, or to alternative housing options, wherever possible.
The step-down accommodation service will support people who are stepping down from residential care towards independent living but still require support in order to maintain their tenancies, manage secondary diagnoses such as substance misuse, and prevent hospital relapse or re-offending and to live independently within the community.
Staff will be on-site 24 hours a day, seven days a week and will provide support to develop skills for independent living and to engage with the community. As the step down accommodation is an independent-living style project, staff should either be on site or able to be on site within five minutes of a call out being made.
Comprehensive support plans will be in place to ensure residents have the right support to maintain and/or enhance the skills they already possess in, but not limited to, the following areas:
• Daily life skills for independent living
• Engaging with social and/or recreational activities
• Finance and budgeting
• Maintaining health and wellbeing, including engaging with specialist mental health services and specialist substance misuse services
• Medication management
• Nutrition
Any successful provider will need to provide their own properties in order to deliver the service.
Organisations wishing to tender for this service will be registered with the Care Quality Commission and have requisite experience of:
• Delivering residential care and supported accommodation services for people with mental health high support needs, forensic history and dual diagnosis, such as substance misuse.
• Delivering services as a Registered Social Landlord or as a Support Provider

This contract is being tendered as one Lot.
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]

Contract Period
The contract period will be for 24 months (2 years) from an estimated start date 01 August 2019. The contract will have two (2) options to extend for a period of up to 12 months (1 year) each depending on an assessment of performance against outcomes, standards of service provided and available funding. The maximum contract period is 48 months (4 years).
Contract Value
The estimated total value of this service is £1,800,000 over the maximum term of the contract (48 months). This is based on an estimated annual budget of £450,000 and will be subject to regular funding reviews over the lifetime of the contract.
Award criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 70% and cost 30%. Tender submissions will be subject to minimum quality thresholds. Further details will be provided in the invitation to tender.
