<p>SPECIFICATION Introduction The Assessed and Supported Year in Employment (ASYE) is a national certificated programme offered to all Newly Qualified Social Workers (NQSWs) working in their first social worker post since qualifying. The ASYE programme links a single scheme across children&rsquo;s and adults&rsquo; services and is linked to the Post Qualifying Standards (KSS), the Professional Capabilities Framework (PCF) and Social Work England&rsquo;s Professional Standards. Purpose and Objectives of ASYE The ASYE aims to provide NQSWs with access to regular and focused support during their first year of employment. The expectation is that the knowledge and skills gained through qualifying education will be consolidated in the first year of practice, and that specialist knowledge and skills will be developed in relation to the employment setting and service user group. Cambridgeshire County Council (with Peterborough City Council) have chosen to deliver a structured and supported ASYE programme, which aims to focus both on the improvement of practice and the improvement of the lives and circumstances of service users that the Council supports. The key objectives of ASYE are to: ? Improve the quality of social work practice through providing effective transition from social work training into professional practice. ? Support newly qualified social workers in the development of their skills, knowledge and confidence as a social worker as part of a structured process during the first year of practice. ? Provide the opportunity for newly qualified social workers in adults&rsquo; and children&rsquo;s services to learn and develop together and be supported by experienced practitioners through guidance and supervision. ? Learn to manage complex leadership, interpersonal and organisational problems which cannot easily be resolved through supervision. ? Help to develop professional and personal resilience. Timeframe and number of sessions This RFQ is for the provision of two replica sets of six month programmes, over a twelve month period for NQSWs from both Children &amp; Families and Adult services: Group 1 &ndash; September/October 2021 &ndash;February/March 2022 Group 2 &ndash; March/April 2022 &ndash;August/September 2022 There will be up to 40 participants in each group. On review and evaluation of each of the ASYE programme delivery in 2021/22, the Social Work Development Team will discuss with the provider, the option to extend for a further year. The Social Work Development Team will also discuss with the provider the option to provide additional courses, including e-learning, within the contract timeframe if there is an increase in demand from services. COURSE REQUIREMENTS The provider should have operational experience of safeguarding and risk management. PROPOSED LEARNING OUTCOMES With reference to the Post Qualifying Standards (KSS) for Adults and Children&rsquo;s Social Work and the Professional Capabilities Framework at ASYE Level (please see appendix 2) NQSWs will be given the opportunity to develop their knowledge of the following, from their qualifying course focusing on the difference between PCF requirements between Student level and ASYE level to demonstrate progression: &bull; The knowledge and skills necessary for understanding the concept and initial management of risk; &bull; Analysis and critical reflection; &bull; Evidence informed decision-making and professional judgement and how this informs effective assessment in order to achieve SMART outcomes. &bull; Exploration of equality, diversity, inclusion and discrimination in a multi-disciplinary and social work context &bull; Ethical dilemmas, legal literacy, reasoning and expertise &bull; Professional resilience and emotional intelligence Following the six month programme, NQSWs will be able to: - Reflect on and identify multiple hypotheses in terms of risk and explain reasoning for the decisions they have reached and their recommendations (in relation to the KSS identified.) - Use practice evidence and legislative frameworks as a foundation for increasingly complex judgements and decisions. - Understand the importance of working in partnership with individuals, carers, parents, children and young people relate this to available tools in practice. - Understand the concept of risk and risk management and be able to transfer this information into written formats such as assessments, reports and care plans. - Analyse information and situations (using available tools and resources available), synthesise and evaluate data, in order to draw conclusions regarding the risks posed to the people with whom they are working. - Understand the factors in complex decision-making and ethical dilemas in order to be able to apply this, in practice, to multi-disciplinary and multi-agency work involved in safeguarding work. - Develop critically reflective practice as a result of using theory and how this could be linked to their practice. - Increase self-awareness in terms of cultures, privilege, power and influence - Develop ability to reflect on, and develop, their skills in using technology to support the assessment of risk with children, families, adults and carers. - RESPONSIBILITIES - The Provider will be responsible for developing course materials, the distribution method will be agreed by the Learning and Development Team. The provider will also be responsible for providing a laptop or other relevant equipment, if required to deliver the course. - The Learning and Development team will be responsible for advertising the courses and management of booking attendees, the distribution of delegate materials and evaluations. - The Provider will be provided with an attendance register to be completed by participants for each session. Attendance registers are to be returned to the Learning and Development Team within 48 hours of the session by a method agreed with the Learning and Development Team. - - MONITORING AND REPORTING - The ASYE Lead(s) will be the named course owner to work with the Provider for the purposes of ensuring successful delivery of this contract. - The contract will be monitored using the following methods: - Level one evaluation on the day of delivery to be completed by the provider (to be returned with the attendance register within 48 hours of each session by a method agreed with the Learning and Development Team). - Follow up evaluation via survey at the end of each set of training (i.e. at six months.) This will be undertaken by the Learning and Development team. BUSINESS CONTINUITY: The Provider shall have a Business Continuity Plan that details how services will be delivered on an ongoing basis should an emergency occur e.g. Trainer illness/shortage of staff.</p>
