Fit for Purpose (FFP) Stations Works Lighting Category Part A
Main contract details
FfPS will result in a catalogue of products (a ‘Kit of Parts’ or set of ‘Common Components’) that will demonstrate the most superior Whole Life Cycle Costs and Performance - for its given purpose - once installed on London’s transport network. These products will be the ‘first choice’ products selected for use across the network and in most areas of the business will be ‘mandated for use’ (for as long as they continue to deliver the value TfL expects).
Successful manufacturers and suppliers will be awarded a long-term framework contract(s) to supply TfL, which will be used wherever possible as long as TfL achieves the value it expects from its investments in products once installed in service.
Typically (but not all), contracts will:
• Be up to eight years in duration (the legal limit), 5 initial years with options to extend for up to a further 3 years;
• Include a ‘product refresh’ clause, meaning that products in the ‘Kit of Parts’ can be updated over the duration of contracts in the case more advanced versions will demonstrate superior Whole Life Costs and performance;
• Allow TfL to approach manufacturers – with contracts – to develop products.
The tender process will be a competitive procurement to award contract(s) for “Lighting Controls and Lighting Fittings” and is to be conducted in accordance with the Competitive Procedure with Negotiation (CPN), under Directive 2004/17/EC (utilities) on the award of public sector contracts, as implemented in the UK by the Utilities Contracts Regulations 2006.
The tender process will comprise with separate tender evaluations and Frameworks being awarded for each LOT and SUB LOT.

1.1 Bollard
1.2 Cove
1.3 Spot
1.4 High Bay Done
1.5 Heavy Duty Bulkhead
1.6 Tunnel Light (to running tracks)
1.7 Linear lights with integrated CMS
1.8 Hand rail integrated luminaires
