Since 2014 Bournemouth Borough Council and the Borough of Poole have jointly commissioned services to meet the needs of their respective rough sleeper populations. Bournemouth and Poole Councils are responsible for addressing homelessness within their respective boundaries.
The scope of the contract is to provide an assertive outreach service to support rough sleepers across both Bournemouth and Poole, working with rough sleepers to address needs and access accommodation. This service includes severe weather emergency provision along with the provision of a drop in / day centre.
The aim of the Bournemouth and Poole Rough Sleeper Team (BPRST) is to reduce rough sleeping as close to zero as possible across both the Bournemouth Borough Council and Borough of Poole Local Authority areas. To provide a responsive service that seeks to quickly help rough sleepers into accommodation and link in with appropriate support services in order to avoid repeat homelessness.
For Bournemouth only there is an additional requirement to deliver a street-based anti-social coordinator role. This is required for the Bournemouth element of the contract only. This includes the coordination of a multi-agency response in order to respond to and address begging, street drinking and other problematic behaviours undertaken by members of the street community, who may or may not be rough sleepers.
For Poole, the service is required to work assertively alongside the Poole Council’s Safer Communities Team in order to respond to street community issues.
The length of the contract is for three years with the option to extend the contract annually for a further two years. Therefore, if all extensions were taken, the full length of the contract would be for five years. It is anticipated that the contract will start on 1 April 2017.
