Description
Liverpool City Region Combined Authority (LCRCA), acting through Merseytravel, is establishing a multi-LOT framework agreement for the delivery of electrical infrastructure works across its operational estate.

The procurement is being conducted via an electronic procurement portal. All tender submissions, clarifications, and communications must be submitted exclusively through the portal. No alternative submission methods will be accepted.

Framework Structure

The framework is divided into **two (2) LOTS**:

• **LOT 1 – Routine, Planned and Reactive Electrical Works (single supplier framework LOT)
• **LOT 2 – High Value and Complex Electrical Projects ( multi-supplier framework with mini-competition)**

Tenderers may submit a response for:

• LOT 1 only, or
• LOT 2 only, or
• BOTH LOTS


Submission Requirements

Tenderers must ensure that all submissions are completed in accordance with the requirements of each LOT selected.

Separate Submissions per LOT

Where a Tenderer bids for one or both LOTS, they must submit **separate and complete responses** for each LOT, including:

• Technical / Quality submission
• Method statements (where required)
• Pricing submission (where applicable)
• Supporting documents and appendices

Each LOT response must be fully self-contained and clearly identifiable.

Bidding for Both LOTS

Where a Tenderer submits for BOTH LOTS:

• Each LOT will be evaluated independently
• Separate technical and quality responses must be provided for each LOT
• Separate commercial/pricing submissions must be completed for each LOT
• No cross-referencing or shared submissions between LOTS will be permitted

Failure to provide complete and separate submissions for each LOT may result in exclusion from one or both LOTS.

Portal Submission Requirements

Tenderers must:

• Submit all documents via the procurement portal only
• Clearly label all uploaded files with the relevant LOT number
• Complete all mandatory fields within the portal system
• Ensure submissions are uploaded before the deadline
• Upload documents in the formats specified in the ITT

Late or incomplete submissions will not be accepted.

Clarifications

All clarification requests must be submitted via the procurement portal messaging function.

Responses will be issued to all Tenderers through the portal to ensure transparency and equal treatment.

Direct communication with LCRCA, Merseytravel staff, or representatives outside of the portal is strictly prohibited.

Evaluation Approach

Each LOT will be evaluated independently in accordance with the published evaluation methodology.

For Tenderers bidding on both LOTS:

• Each LOT will receive a separate technical evaluation score
• Each LOT will receive a separate commercial evaluation
• Award decisions will be made independently for each LOT

The Authority reserves the right to award one or both LOTS depending on evaluation outcomes.

General Requirements

Tenderers are reminded that:

• The procurement portal is the sole route for submission
• Each LOT requires a fully complete and compliant response
• Incomplete or incorrectly submitted bids may be rejected
• It is the Tenderer’s responsibility to ensure all documentation is correctly uploaded.
