Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of the Integrated Sustainability Appraisal/Strategic Environmental Assessment of the Swindon Borough Council Local Plan (Regulation 18).

Project description

The primary aim of this commission is to produce a robust and up to date sustainability appraisal of the new Swindon Local Plan which incorporates the requirements of the Environmental Assessment of Plans and Programmes Regulations 2004 (commonly referred to as the 'Strategic Environmental Assessment Regulations).

In doing so it should identify and assess the likely social, economic, and environmental effects of the proposed spatial strategy/strategic locations for growth, policies and sites together with the reasonable alternatives.

It also aims to produce updates to the Health and Equalities Impact Assessments.

The initial contract term will be for 9 months.

There is scope within the specification response to indicate an estimate of further commissioning Stages of the SA including:

- Review of Regulation 18 representations and changes to the Interim SA Report
- Prepare SA report to accompany the Regulation 19 Publication Draft version of the Local Plan.
- Seek formal Regulation 19 representations on the SA report from Consultation Bodies and the Public.
- Local Plan examination in public.

Due to the complexity and uncertainty in effectively pricing for these stages, the Council is providing the option to provide an indicative guide price for these work tasks. This optional pricing element will not be included in the tender evaluation process.

RFQ/Tender clarifications to be submitted in writing via Messaging in ProContract tender portal, including the project reference and title clearly in the Subject title, by 21 April, 12:00 hrs UK Local time. The Council’s responses to these clarification questions will be issued periodically via Messaging in ProContract tender portal.
