Leicester City Council, Leicestershire County Council, Rutland County Council District Council and the Police and Crime Commissioner for Leicestershire (the partners) currently commission a range of domestic abuse and sexual violence services (DSVA) across Leicester, Leicestershire and Rutland (LLR) both jointly and separately. The partners are currently undertaking a recommissioning process, and consequently are testing the market prior to procurement.

We have previously been out to soft market test September 2019.

Procurement has been delayed due to the Covid-19 pandemic and are now going out again on two specific elements:
1. Case management and case tracking solutions
2. Learning from Covid-19

Please return your response by 12 noon on the 9th November 2020 via upload on the ProContract Portal though the messaging function.

As part of a commissioning process, the partners are undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the commissioning proposals. There is also a public consultation that potential providers can respond to.

This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The partners are using this process solely to test the market to gather information and ascertain the level of interest in these particular Services. There are therefore no formal criteria which will be used to judge your responses, and it is not our intention to provide any feedback.

We would encourage you to respond if you feel this is something your organisation may have an interest in.
Please note this is not a call for competition. The partners welcome the opportunity to engage with and appreciate your assistance in providing us with your views. However, you should note that in any subsequent procurement exercise the partners will have to comply with their legal obligations and that neither the intention nor the purpose of this soft market testing exercise is to confer any advantage upon its participation in any future procurement process.
