CS6088 Specialist Youth Services - Transitions
Main contract details
The commissioned Specialist Transition Provision will focus on delivering high-quality centre-based support in wards where transition-specific services are not currently available. The offer will provide young people aged 11-19, and up to 25 where appropriate, with access to free, inclusive, and well-publicised activities designed to support key areas of transition-such as education, training and employment pathways, life skills development, confidence building, social participation, and emotional wellbeing. Providers will be expected to create structured yet flexible environments that help young people navigate major life steps, including moving between school phases, preparing for adulthood, accessing services, and developing practical independence skills.
The successful provider will be required to deliver services from a designated, high-quality building within each ward or service lot, whether owned or leased. The suitability, accessibility, and safeguarding standards of proposed venues will form a critical part of the tender evaluation. Providers must demonstrate the capability to deliver transition-focused youth work that is developmentally appropriate, trauma-informed, and responsive to the diverse needs of young people in Tower Hamlets ensuring every young person is supported to make positive, confident and well-prepared steps into their next stage of life.

The purpose of this Preliminary Market Engagement Notice is to provide advance notice to the marketplace for the upcoming tender opportunity and the intention of the London Borough of Tower Hamlets to hold a preliminary market engagement session to identify potential suppliers to ensure the submission of strong bids.
Market Engagement Session
To provide potential suppliers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Microsoft Teams on Friday 17th April 2026 (15:30hours - 16:00hours). The session is advertised openly using this notice.
Suppliers wishing to attend the Preliminary market engagement session should be capable of meeting the procurement description/requirements outlined within this notification.
