TC645 - Data Sciences Framework

Manchester City Council is looking to establish a Framework to help delivery of its research, intelligence and governance work, in support of its wider objectives. The Framework will provide a mechanism through which expert support and advice can be effectively obtained to meet the myriad needs of Manchester.

Decision makers in the city require high quality research and intelligence in order to ensure delivery of the The Manchester Strategy and to maximise the benefit from increasingly challenging budgets.

Framework Structure
Research and Intelligence in Manchester cover a broad range of activities which have been structured into four areas for the purpose of the Framework. They are as follows:

LOT 1 - Primary Research
• Opinion Research - Measuring Perceptions and Opinions of Businesses, Residents and Service Users
• Randomised Control Trials
• Observations, Design Experiments, Interviews, Focus Groups etc.
• Surveys such as Housing Condition Surveys

LOT 2 - Appraisals and Evaluation
• Economic Appraisal, Evaluation and Impact Assessments, including Cost Benefit Analysis
• Literature Reviews
• Evaluation of internal programmes
• Review and quality assessment of published research and evaluation
• Reviews of services and current internal practice

LOT 3 - Intelligence and Analysis
• Analysis of complex data and presentation to a wide range of audiences
• Statistical Analysis, including trends and population statistics
• Analysis of markets, including Housing Markets
• Needs assessments to inform policy and commissioning
• Coding of text, including responses to open text consultation questions and internal case notes
• Transcribing audio files

LOT 4 – Information Governance
• Analysis of complex information sharing requirements
• Review and risk assessment of information sharing projects
• Reporting on suggested legal gateways for various information sharing projects for multiple public authorities
• Production of documentation to support the information sharing process in line with the requirements of the Data Protection Act
