Description
The City of Wolverhampton Council estate portfolio incorporates a total of 352 buildings and land with a variety of services provided for each.

The buildings have various uses but primarily fall into the following categories:

• Colleges, schools and associated educational centres – 187 nr.
• External grounds, recreational centres, public conveniences, cemeteries – 56 nr.
• Residential – 9nr.
• Commercial including offices – 77.nr.
• Courts, museums, galleries, theatres and libraries – 16nr.
• Markets, depots, industrial units – 7nr.

The portfolio post code distribution is as follows:
• WV1 area - 73nr, WV2 area - 25nr, WV3 area - 30nr, WV4 area – 24nr.
• WV6 area – 28nr, WV7 area – 1nr, WV8 area – 4nr, WV9 area – 8nr, WV10 area – 43nr, WV11 area – 34nr, WV13 area – 2nr, WV14 area – 44nr.
• TF3 area – 1nr.
• LL24 area = 1nr.

The Council requires a suitably qualified and resourced contractor to provide a building Facilities Management Service to locations of the estate portfolio as identified specifically within the ITT documentation.

Wolverhampton Homes (WH) is an Arm’s Length Management Organisation, wholly owned by the Wolverhampton City Council, during the life of the contract WH may act as the Clients representative/agent.

The proposed terms and conditions for this project are the JCT MTC 2016 Measured Term Contract 2016, with any relevant Amendments.

It is assumed that any supplier returning a tender for this requirement will have a copy and is familiar with these terms and conditions and will have previous experience of executing contracts on this basis.

A schedule of amendments for the standard JCT MTC 2016 Measured Term Contract 2016 have been included as part of this ITT.

It should be noted it is the Council's intention that this requirement will be awarded to a single supplier who will be responsible for the delivery of the entire works.

It should be noted that this requirement will be contracted on an initial one year basis with options to extend on a year by year basis for two further years so the maximum envisaged contract duration is in total three years with an approximate annual spend of £1.3M per annum.
