Description
<p style="text-align: left" align="left">The London Borough of Hounslow &amp; Ealing Council (The Authorities)&nbsp; wishes to procure an experienced provider to deliver&nbsp; the provision of a standard assessment model and process for all new and renewing Disabled Person’s Freedom Pass, Blue Badge, Taxicard and Disabled Parking Bay applicants.</p>
<p style="text-align: left" align="left">Thousands of applications for Mobility Assessment services are received during the year. Whilst a large number of the applications meet the automatic eligibility criteria as set out in the guidance by the DfT The Blue Badge Scheme Local Authority Guidance (England) October 2014, there are, however, applications that do not meet the automatic eligibility criteria and therefore require further mobility assessment. These assessments comply with and are assessed in accordance to the legislative requirements for mobility assessments that have no passed approval for automatic eligibility criteria.&nbsp;</p>
<p style="text-align: left" align="left">&nbsp;The mobility assessment process impacts on and benefits disabled residents in the Community by enabling accessible and efficient transport facilities for disabled persons to be assisted in living independently.&nbsp; It will ensure that service users are fairly assessed against the eligibility criteria for the issue of a Blue Badge; Disabled Persons Freedom Pass or Taxi card, ensuring that legislative requirements are strictly adhered to and met.</p>
<p style="text-align: left" align="left">A more consistent approach to assessing eligibility for concessionary travel schemes: the Disabled Person’s Freedom Pass, Blue Badge, Taxicard and Disabled Parking Bay schemes. By applying a more transparent, equitable, systematic and cost-effective method of assessment, concessionary travel services can be directed to those who need them most.&nbsp;&nbsp;</p>
