Kent County Council is committed to ensuring the availability of high quality, sustainable accommodation with care and support for older people and younger vulnerable adults across the county.
Extra Care Housing and Supported Accommodation are forms of accommodation where older people and younger vulnerable adults live independently with their own front door in schemes that have range of communal facilities and have access to care staff 24 hours a day. In order to meet the changing needs of the individuals, apartments must be of flexible, adaptable design and enabled for tele-technology.
A 60 bed Extra Care Housing scheme has approximately 5,400m2 of space based on 50 one bed apartments of 60m2, 10 two bed apartments of 72m2 and communal space. It would be expected that a scheme with 60 apartments would be a minimum consideration of size.
The Council has identified a need to develop and deliver 1,000 more affordable Extra Care Housing apartments across the County of Kent by 2021 and is keen to understand market conditions before it develops its procurement strategy.

Interested parties (developers, investors, construction organisations and Registered Providers) who wish to express an interest must submit a brief overview of works and services they can provide. This is to be no more than two A4 pages (no less than font size 11) detailing their services, experience and past performance, previous clients and demonstrate what they could contribute should they be invited to take part in this market engagement exercise. The Council will use these submissions to select suitable organisations to be invited to the event(s). Information regarding the exercise will be communicated to the invited organisations including full details of the process.
The requested information must be submitted via the Kent Business Portal no later than 12pm (noon) on 25 May 2018. The Council will inform the selected organisations in preparation for the Market Engagement Events that will take place in June 2018. Organisations not invited as part of this process will not be precluded from applying to take part in the Council's chosen procurement strategy and updates on our findings will be shared in due course.
Should the Council decide to proceed with a procurement process for a contractor/s to deliver these services, it is estimated that this will commence in the Autumn of 2018.
