CONTRACT EXTENSION - SS14 149 External Investigators Dynamic Purchasing System
Main contract details
Kent County Council (the Council) is the largest county council in England covering an aread of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal ad strategic services on behalf of its residents, operating in partnership with 12 district councils, 7 clinical commissioning groups and 289 parish/town councils.
In the event the Council determines they need to carry out an investigation concerning an employee, with advice from the Council's Human Resources Advisory Team, a formal investigation is commissioned and where it is deemed an internal investigator is not appropriate, this may be using an officer external to the Council to establish the facts of the case, only to determine if there is a case to answer based on the analysis of the findings.They may be required to present the investigation findings at a hearing/Employment Tribunal. The matters that required investigation may be wide ranging and varied in nature.

The Council is setting up a Dynamic Purchasing System (DPS) for External Investigator Services to allow the Council to buy investigation services from a list of approved providers who meet a certain set of minimum standards and agree to a common set of contractual terms.
Approved providers will then be able to bid for the Council's contracts to deliver External Investigator Services. The DPS will remain open for new providers to join at any time up to the "Contract End Date" as advertised.
The services which will be commissioned under the DPS will fall into one of the following disciplines.
Applicants may apply to join the DPS within one of more of these disciplines. The Stage 1 DPS Questionnaire will include questions which are specific to the individual disciplines and applicants must complete the section relevant to the disciplines to which they are applying.
Applicants must be capable of investigating all case types listed for the relevant discipline.
