Leyton Jubilee Park - Cycle Hub feasibility study

Waltham Forest Council is planning to create an educational cycling hub in Leyton Jubilee Park, the largest green space in the Borough and within an area that will continue to see significant growth and regeneration over the next 5-10 years. A new building will be constructed as an extension of the existing Cottage building off Marsh Lane, and act as a multifunctional focal point for the borough’s emerging commitment to cycling.
Once complete, this modern centre will be home to changing rooms, a workshop space for bike maintenance and recycling, bike racks and storage, an education centre from which ‘Bikeability’ training will be provided - and a cycle café which will help capture cycling enthusiasm across the Borough, creating a lively social space to meet and consume great food and drink. These facilities will also be co-located with the existing base for Eton Manor Running Club, and together will help demonstrate the council’s commitment to improving health and enjoyment of the outdoors.
Phase 1: Scoping & planning
Initially £30,000 will be spent undertaking a full feasibility study. The Council will commission an architect to undertake this work, taking the planning up to RIBA Scale of Work 2. This level of planning will provide concept design, including outline proposal, structural design, building services systems, outline specifications and preliminary cost information. Phase 1 will also involve the development of a high level business plan for the revenue costs associated with this project.
Architectural practices that would like to be considered for the scheme should express their interests now, and the formal quotation paperwork will follow in the next 14 days
