Description
Islington Council invites suitable expressions of interest from suppliers for the above.

Background

The council currently have an infrastructure of 356 Electronic Notice Boards (ENB) and utilise this mobile technology to transmit information to our estate residents and community centres. Electronic notice boards can show images, posters, film, animation, web pages and potentially integrate with other software packages to show live data.

All boards have three interactive buttons to enable internal and external stakeholders to navigate around the electronic notice boards content on the four priority areas. The council has an existing contract for the maintenance, hosting a bespoke media platform and provision of the data sim cards for the council. This re-procurement is to acquire a new contract to ensure service and supply continuity to our ENB’s.

The screens are backlit LED and are energy rated A. They are housed in a vandal proof casing and are predominately placed within communal areas i.e. lobby areas, lifts and walkways to ensure that they are seen by most residents. These locations are identified in collaboration with internal and external stakeholders to ensure there is adequate power and space for the board.

The requirement

The contract is for the maintenance of our existing 356 electronic noticeboards and future installations and maintenance at other sites where required. The provider will be expected to host and provide a platform for the council to utilise its ENB’s for the purposes of conveying messages and information to our residents.

The provider will also be responsible for resolving any network or hardware related issues, ensuring services to residents is maintained throughout the duration of the contract.

Lots

This goods and services contract is not being divided in to lots. A single provider is being sought to deliver the service.

TUPE [Transfer of Undertakings (Protection of Employment) Regulations]

Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.

Contract period

The duration will be 24 months from an estimated start date September 2024 with options to extend for (2) periods of up to 12 months each (maximum 24 months).

Contract value

The estimated total value of this contract is £892,000 over the maximum 48 months. This is based on £223,000 per annum. However the council is confident the bids received will be lower than the estimated value.

Award criteria

The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations 2015.

5% - Proposed approach to logistics and delivery capabilities

This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents.
