CPU7966 - Provision of Service for Severe Weather Emergency Protocol
Main contract details
a) The supply of suitable Staff with uniform and equipment to provide a static presence at the required Sites. The word ‘static’ refers to the Staff being based at one Site. At least one member of staff to remain in the room with service users at all times.
b) To ensure a contract manager/supervisor is available to manage and supervise Staff, including key-holding requirements, including all the associated operations and activities undertaken by such Staff, in accordance with the Contract requirements.
It is important to note that this is not a ‘security’ contract. The Service is to ensure that eligible Service Users (rough sleepers) can have somewhere to sleep, feel safe and where applicable be signposted to other relevant services. It is also not a request for temporary/agency staff.
During severe weather, multiple shared sleeping Sites will open within the Nottingham City Boundary. These Services will provide safe, warm shelter for rough sleepers for the duration of the severe weather. Staff are required on Site at all times to ensure the safety of Service Users.
• Staff are required on Site within 48 hours of notification of severe weather.
• Shift service hours are between 7pm-8am.Staff will have 30 minutes before the arrival of service users to ensure the room is ready for use
• Breaks are to be alternated, and one staff member must be in the room with service users at all times.
• All breaks must be taken on site and break entitlement must meet all employment rights and laws.
• Staff will be required to unlock the Site on arrival and ensure it is locked on departure.
• Staff are to ensure fire exits are always clear and usable.
• Staff will be required to make and take down beds at the start and end of each shift and ensure that the area is left clean and tidy.
• Staff will be required to set out warm drink supplies and give access to volunteers delivering hot food
• Two staff members per site, with two females available for the ‘female only Site’ at all times. No male staff at the female only site.
• Staff are required to book in rough sleepers who have been allocated beds via the Street Outreach Team.
• Staff must disperse non-Service Users from Sites.
• Where a rough sleeper arrives who is not on the bed list, staff will contact the Street Outreach team who will advise the most suitable service.
• The Street Outreach Team will send a document containing a list of banned individuals. Staff will need to have the self-confidence to refuse entry to these people.
• Staff are required to contact the Police where service users are posing a risk to themselves or others and the ambulance service where ill health is apparent (including drug overdose.)
• Staff are required to be contactable via supplier mobile phone for their full Shift and send updates via email regarding void beds/incidents to Street Outreach and the Rough Sleeping Coordinator.
• Staff are required to immediately update the Street Outreach Team and Rough Sleeping coordinator if the site reaches capacity.
The Service is dictated by cold weather periods (temperature below zero degrees) and can therefore be unpredictable. The Supplier must offer Staff at short notice for many Sites. The Supplier is to supply Staff with support worker experience but also able to keep everyone safe and secure overnight.
The Supplier understands that shift times, Sites and frequency may change to meet required needs. Any changes to contract requirements will be charged in accordance with the submitted hourly rate.
