Scope
Ashford Borough Council is seeking an Employer’s Agent to help prepare and manage the construction programme of general needs Housing, various sites and remodeling an eldercare centre in Ashford Borough, Kent. The authority has been successful in bidding for grant under the Homes and Communities Agency’s (HCA) Affordable Homes Programme (AHP). Funding is also being sought to continue the authorities’ successful Eldercare remodeling programme at Danemore, Tenterden, which will form part of this contract.

The works will include the development of 17 sites in various villages and towns in the Ashford Borough. A total of 60 general needs houses are to be constructed in a phased approach to satisfy the conditions of the HCA associated with the 2015 – 18 programme.


Employers Agent will be instrumental in the phased procurement and selection of contractors and subsequent management of contracts to deliver all of the units by 2018. Contract will include for advice and administration required through the defects period.


Tender Evaluation
You are therefore invited to tender using the Specification attached. The Contract will be awarded to the supplier who submits the most favorable tender, which will be evaluated 50% Price / 50% Quality

You will need to achieve a score of 60% or more for the project specific questions to be considered for further evaluation, and for the pricing element of your bid to be considered.

Contract Award
On contract award the successful Employer’s Agent will meet the team and start to develop the documentation to procure the main contractor for the 17 AHP phase 5 sites.

Tender Return
In order to be considered please ensure your completed tender and supporting documentation is returned to Ashford Borough Council, Customer Services Manager, Customer Contact Centre, Civic Centre, Tannery Lane, Ashford, Kent TN23 1PL in a plain envelope which does not bear a mark identifying your company, using the label attached. Tenders must be returned no later than 14:30 on 18th February 2016
