Description
Swindon Borough Council is seeking input from the market for Supported Housing for homeless adults. This market assessment is not part of the procurement process, but is purely investigative in nature, to potentially assist the Council in defining a specification and contract for the services.

In preparation for this, it is our intention to hold a Soft Market Testing (Preliminary market consultations) Workshop to review the current supply market.

This advert relates to a proposed ‘soft market testing’ exercise only and is NOT a call for competition.

Any contracts for services or supplies relating to this exercise may be subject to separate procurement process(es) in accordance with the Public Contracts Regulations 2015 (as amended).

All participants in this ‘soft market testing’ exercise shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant.

Description

Swindon Borough Council is seeking to commission services to succeed our existing contracts to deliver housing and support to homeless adults and ex-offenders in Swindon. These services will provide semi-independent housing and support in achieving greater independence to those using the services. Our existing contracts end in September 2018 so we are looking for new contracts to begin in October 2018.

The purpose of this Soft Market Test is to gain intelligence on the supply market for Swindon Borough Council’s requirements, including information that will help define the most appropriate structure, plan and budget for any potential competitive procurement exercise.

Process

Participants are invited to meet with commissioners to hear our plans for the recommissioning process and our outline plans for the services.

The format of the event will be to meet with providers interested in hearing our outline plans and help feed back on our intentions. Attendees will be invited to ask questions and give thoughts throughout the presentation with a further opportunity to add comments at the end of the session and provide a written response following the event. This will give the opportunity for potential bidders and stakeholders to exchange ideas to increase the likelihood that our tendering exercise will deliver the services needed outcomes and is viable for delivery.

The workshop is planned to take place in the morning of Tuesday 24th of October 2017 at the offices of Swindon Borough Council.

Following this soft market testing exercise it is our intention to complete a competitive procurement exercise for this contract.
