Devon County Council commissions a range of statutory and non-statutory provision and interventions for people with support needs in relation to substance misuse. Through extensive engagement and evidence gathering, listening to and hearing about people’s experiences of substance misuse, we have drafted a Complex Lives Substance Misuse Service Specification to provide services in Devon.

Consultation: Complex Lives – Domestic and Sexual Violence and Abuse
Devon County Council commissions and provides a range of statutory and non-statutory provision and interventions for people with support needs in relation to domestic and sexual violence and abuse. We have recently redrafted our strategy which aims to end Domestic and Sexual Violence and Abuse using a range of methodologies including; ethnographic research, interviews with people working in the system, a perpetrator focus group and a number of pieces of work to supplement our comprehensive 2013 Domestic and Sexual Violence and Abuse Joint Strategic needs Assessment. We have drafted a Domestic and Sexual Violence and Abuse Service Specification, that responds to our strategy and helps move us towards our aim.

Devon County Council is tendering for a range of provision across Domestic and Sexual Violence and Abuse and Substance Misuse services. The exact scope of this has not yet been confirmed but is likely to include but not be limited to:
• Specialist Domestic Abuse and Sexual Violence Service
• Specialist Substance Misuse Service
• Building Resilience for individuals and their families, the system and the community
Building on recent insights and previous developments, Devon County Council is keen to move towards a system-wide approach to deal with the complexities of people’s lives and therefore this is the first time that these issues have been aligned through the procurement process. We want to use this opportunity to explore how we build resilience for people affected by these issues across our communities.
The market engagement event is designed to pull together potential providers, policy leads, commissioners and other experts to have a conversation about how we might achieve this system change.
The aim of the day is to:
• outline our thinking to date based on the insights derived from our innovative storytelling approach and extensive stakeholder feedback
• hear from Devon County Council commissioning, policy and procurement leads
• meet up with other potential providers from different domains
• directly influence the service specification
Additional information
People are complex and hence their lives can be complex too. In Devon as elsewhere, there are people and their families who struggle with a range of issues which are hard work on their own but are frequently made worse by the fact that they rarely suffer from one set of issues alone: domestic and sexual violence and abuse, substance misuse, homelessness, mental health difficulties and worklessness among them.
In Devon we have an opportunity to move towards a longer term change in the support structures for people living in the County. We want to explore an innovative and integrative approach to supporting people with their complex issues to live independent and healthier lives. There is growing recognition that the present system can be seen as working against positive outcomes for individuals and their families with a focus on the negative aspects of their lives, complicated pathways to navigate in order to access help and provision which is not joined up. We want to pioneer a creative and flexible response for people experiencing one or a number of issues. This response will minimise duplication and offer streamlined pathways moving away from complexity and negativity and towards futures built on peoples’ positive assets and skills equipping them to live independent and healthy lives within their own communities.
Aligning Domestic and Sexual Violence and Abuse with Substance Misuse is the first step in a long term process of moving towards an integrated set of provisions across the Devon County Council footprint.
