Description
Thanet District Council is seeking the following through this PIN advertisement:

1) Consultancy services for the development of a comprehensive specification of refurbishment works to Berths 2, 3 and the associated mooring spine located in the Port of Ramsgate (Part A- Specialist Multi-Disciplinary Marine Consultant). These consultancy services are to include the procurement of all surveys necessary to inform the specification development. Surveys are to be defined, specified, managed and commissioned by the Consultant.

2) Early buildability advice for the delivery of the subsequent refurbishment works from prospective contractors. The Council is interested in hearing from parties who are able to deliver one or both of these service lines.

The Council intends to procure an operator for the Port of Ramsgate. This operator concession will require Berths 2 and 3, and the associated mooring spine to be fully operational/functional for a warrantied period of a minimum of 10 years. The Council is seeking to engage with the market to help inform a future Consultancy Service Tender and and the subsequent works and has provided a Port of Ramsgate Berth and Mooring Spine Refurbishment Prospectus for information and a Pre-Market Engagement Market Questionnaire (Part A - Specialist Multi-disciplinary Marine Consultant, Part B - Specialist Marine Works Contractor).

Site visits will be available on 18, 19, 20, 23 and 24 October 2023.

This PIN relates to the future services commission which will provide a full specification and design to the appropriate level to allow these works to be procured, and warranties to be provided on completion.

This PIN also relates to future works, which may be tendered following the completion of these services.

For this PIN, the deadline for Soft Market Testing responses is Midday, 6 November 2023. The Council is using the Kent Business Portal to carry out this soft marketing exercise.
