Taxi and Private Hire Renewal Programme
Main contract details
TfL have previously issued and conducted a market sounding exercise which sought to obtain market feedback in relation to the future vehicle licensing and inspection services.
The current intention is to issue the Call for Competition and procurement documentation towards the end of 2019 / beginning of 2020 and the procedure TfL will adopt to conduct the procurement is anticipated to be the Competitive Dialogue procedure, as set out in the Public Contract Regulations 2015.
It is intended the procurement for the services will be conducted over two lots as follows;
Lot 1 – Provision of an IT solution and online customer access portal
Lot 2 – Provision of a Contact Services Centre and end to end vehicle inspection service
The intention is to include scoped options for both Lot 1 and Lot 2 for Print and Scanning services.
Lot 1 will include the provision of the core Licensing workflow based system that will be utilised by both the Lot 2 provider and TfL internal staff; this service system will have multiple external interfaces. This system will be the central repository for logging and tracking driver, vehicle and operator data and will aid TfL in the process of effective management of its licensing obligations. Lot 2 will need to provide an IVR solution, be able to report on activity but will utilise the workflow management system provided by the Lot 1 supplier. Vehicle inspections will take place at up to 6 sites across London to be provided by TfL.
