The Indicative Procurement Timetable will follow the time-line detailed below:
1 Invitation to Tender Issued: 20th July 2018
2 Deadline for Questions: 13th August 2018
3 Deadline for Bids: 20th August 2018 at 12.00 noon BST
4 Evaluation: 20th August – 30th August 2018
5 Supplier Interview: 24th August
6 Full Council Approval: 10th October 2018
7 Standstill Period: 10 days
8 Contract Award: 22nd October 2018
9 Initial Project Meeting: 5th November 2018
10 Contract Start: 1st April 2019
The Contract will be let for an initial period of 4 years intended to commence on 1st April 2019 with the option to extend for two further period(s) of four year(s) up to a maximum contract period of twelve years. However, it will be required that all payment entry systems are installed prior to the 1st April 2019 and sufficient lead in time will be required to complete this element of the works.
It is intended that different options will be considered by the Council for the future delivery of Public Convenience provision within the district subject to further evaluation of returned Tender submissions.
It is envisaged that a single supplier will be able to deliver all of the proposed Lots identified and if necessary suppliers may need to sub-contract certain elements where they may not be able to provide the works/service in-house. The Council reserve the right to accept a submission for any one or more of the Lots being Tendered as follows:
Lot 1 - The supply and installation of payment entry systems including associated servicing and responsive maintenance repairs.
Lot 2 - The provision of a cash collection service for all income generated via the payment entry systems.
Lot 3 - The provision of a cleaning service including all associated cleaning materials and other consumables.
Lot 4 - The provision of a fully managed service for the operation of the Public Conveniences identified.
