Main contract details
Current status / Background
Islington Council wishes to install external wall insulation to 285 system-built concrete high rise properties using rainscreen cladding and 19 low rise properties of a similar construction using render cladding. The contract will also include the conversion of the ground floor of one high rise block into flats and internal communal decorations at another.
The requirement
Islington Council requires an organisation to supply and install insulation to 304 properties as described above to meet the design provided by Islington Council that has Planning Approval.
All properties are part of Islington Council’s own housing stock.
Lots
This contract is not being split into lots because the project is one package of works that should be carried out by one contractor.
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]
Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.
Contract Period
The contract period will be for 60 weeks from an estimated start date 19/07/2017.
Contract Value
The estimated total value of this contract is £5.3m over the maximum 60 weeks term of the contract. However the Council is confident the bids received will be lower than the estimated value.
Award criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 40% and cost 60%. Further details will be provided in the invitation to tender.

Tenderers should be aware that we reserve the right to hold interviews during the tender process. Interviews will be for verification/clarification purposes of the written submission.
We reserve the right to interview leading bidders.
Procurement Process
This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
Deadlines
The deadline for expressions of interest is: 4.59pm 15th May 2017.
Submission of tenders by: 5pm 15th May 2017.
Late submissions will not be accepted.
