Current Status/Background
People are living longer, but often without the support of an extended family. Our ageing population is placing greater demands on acute health services, and on community-based health and social care services. Prevention and early intervention services are a key element in the Council’s response to managing this challenge. The Council and Islington Clinical Commissioning Group (ICCG) already provide a mainstream re-ablement service to people coming out of hospital which is aimed at reducing reliance on on-going support from statutory services. The Community Based Enablement Service complements this provision, forming a part of the re-ablement pathway for vulnerable adults in Islington.
It does this by working with service users, for a time limited period, encouraging them to self-manage. This approach requires that staff and volunteers “do with” service users, not “do for” them. People entering the service are supported to develop personal goals in the areas they wish to improve, enabled to achieve these, and then assessed again at the end of their service period.
The service is a key part of our prevention strategy to support vulnerable adults who do not use statutory services, either through choice or because they do not meet eligibility criteria, but do require short term help to reduce social isolation and retain independence. It offers a successful model of community asset building through using both paid workers and a strong volunteer cohort.
The current contract expires 31 August 2016.
The Requirement
The specific aims of the Service are to:
Move people to enabled status, building their resilience and confidence to help them maintain this status
Prevent or delay the need for more costly intensive services
Promote good quality of life and active engagement with the community.
The Community Based Enablement Service will achieve these aims by:
Step 1: working with service users for up to 6 weeks to encourage self-management
Step 2: delivering extended support for a further 2-4 weeks with an Activity Buddy as needed
Step 3: providing a further 2-4 week period of enablement with an Activity Buddy only
Step 4: delivering ongoing support by signposting to another service or to a volunteer.
To deliver the above aims the Provider will:
Deliver the service with a mix of volunteer and paid staff
Pro-actively case manage – picking people up to maintain them in an enabled state
Develop and maintain a presence in local hospitals to support rapid turnaround from Accident and Emergency
Switch on services rapidly for certain service user groups
Accept referrals from a wide range of statutory, community and voluntary organisations, and self- referrals
Collect detailed data from service users to identify their core issues, not just presenting issues
Use this data to personalise goals and plans, maximising outcomes and the duration of impact for each service user
Undertake effective evaluation of user experience at the start and end of the service and on completion of Steps 1 to 4, using data to continuously improve the service model.
Lots
It is not appropriate to divide this contract into lots. A single provider is required to deliver the service.
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]
Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.
Contract Period
The contract period will be for 24 months from an estimated start date 1 September 2016 with option to extend up to a further 24 months to 31 August 2020, and a further 12 months to 31 August 2021.
Contract Value
The estimated total value of this contract is £1.8m over the maximum 60 months term of the contract. This is based on £360,000 per annum.
There is a maximum fixed budget for this service of £1.8m. Any bids over this amount will be disqualified.
Award criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is cost 20% and quality 80%. Further details will be provided in the invitation to tender.

Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission.
We reserve the right to interview leading bidders.
Procurement Process
The contract will be procured using the Restricted Procedure. The Restricted Procedure means the procurement process will be conducted in two stages.
The first stage will involve selecting a maximum of the 5 highest-scoring organisations through a pre-qualification questionnaire (PQQ). All submissions will be subject to minimum requirements as stated in the PQQ.
The second stage will be an evaluation of tenders submitted by bidders who are selected at the PQQ stage.
