Description
Derbyshire County Council would like to hear from interested suppliers willing to share information about their approach to providing a Learning Management and eLearning Solution with Associated Services.

The Council is looking into the procurement options for a dynamic, intuitive, single Solution to administer, document, track, report and deliver training courses, events and eLearning and maintain individual records of learning undertaken to Council employees and External Partnership Agencies.

Key features may include:
• The management of training records and delegate information;
• The ability to manage training events and the creation and management of Personal Development Plans;
• An authoring tool to create and edit eContent;
• User access to a learning platform from any PC, Laptop, tablet or phone 24/7/365;
• A repository of learning management materials and curricula; with the ability to import/hold content developed by other organisations;
• The ability to provide a comprehensive reporting suite with the ability to create and edit reports covering;
o Usage statistics;
o Learner journeys;
o Attendance;
o Individual’s progress;
• The ability to provide additional or bespoke reports;
• The ability to provide access to a catalogue of eLearning modules relevant to the Council including:
o The eLearning content is SCORM or Tin Can compliant;
o The modules are capable of being customised and branded; and
• The ability to support Workforce Planning and Talent Management, either as part of the Solution or via integration with the eRecruitment system.

The Council is undertaking Soft Market Testing in the form of a questionnaire, in order to explore the market and help inform the development of its requirements.

Suppliers that are interested in responding need to register on the Council’s electronic tendering system to download the available documentation by 5:00pm on Thursday 23 February and submit a response by 11.00am onon Monday 13 March 2017.

The Solution, when tendered, is expected to be in place for an initial period of 3 years, with options to extend on an annual basis up to a maximum term of 5 years. The contract start and end dates published are indicative only.
