HR and Payroll System - Demonstration Opportunity

The Council is the largest employer in the district and the 18th largest in England and Wales. Our services are divided between four directorates with over 11,000 employees engaged in a variety of different occupations with varying pay and terms and conditions of employment and multiple contracts and job roles. We also provide a range of HR and payroll/pension services to third party organisations, Schools, Academies and Multi Academy Trusts, running circa 20 monthly payrolls and 3 statutory pension returns to West Yorkshire Pension Fund, Teachers Pension Scheme and the NHS Pension Scheme.
The system will need to support a flexible workforce and the development of our workforce capacity and skills to be able to respond to an ever changing environment. In addition, our system has to support our commercialisation agenda so we will require arrangements that will support future opportunities for income generation and partnership working within the Yorkshire region and beyond.
Fully configurable and compliant with legislative and statutory requirements, the system must have the ability to integrate with other corporate systems. We value our data and need a robust method of reporting and gaining management information from this investment. The delivery of business intelligence is key to our success.
The Council is ambitious in its plans for digital services and our move towards online business processes. We have made excellent progress in rolling out both manager and employee self-service to our work-force and partners, and have also invested heavily in creating and developing workflow processes to improve our process efficiency. We would seek to maintain our current position from go live, and as a forward thinking Council we are keen to explore new ways of working to ensure we deliver high quality efficient services while maximising return on our future investment.

Demonstrations will be held between 13/11/17 and 30/11/17. The Council intends to see 6 demonstrations and these will be allocated on a first come, first serve basis. Following on from the demonstrations, the Council will develop the specification of requirements and we aim to commence a formal tender process early 2018.
