Winter Bureau Service and Maintenance Contract

The AGMA Combined Authorities have clear responsibilities to their residents to maintain the highway in a safe condition and to achieve this, during winter, using a number of specialised services and equipment that require a high degree of reliability.
The Contractor is to exercise proper control over the quality of service through his supervision. The Contractor is, in addition to his supervision during the work, to provide regular checks on all services and equipment. The AGMA Combined Authorities individually operate an Ice Prediction System with road weather outstations with road sensors which are installed at a number of locations on the road network throughout the area. The data provided by the outstations is shared between the AGMA Combined Authorities, the outstations provide actual information on road conditions. The successful Service Provider will be expected to manage this information and present in a format acceptable to the authorities for use by its duty officers.
The Service Provider shall make available the following services: -
• Maintain and operate the network of Outstations and be responsible for the inspection, calibration, maintenance, repair and modification of the installations/equipment included within the contract and stipulated in the Schedule of Equipment.
• Management of the data from each outstation to enable by remote monitoring the road surface and atmospheric conditions for the detection and prediction of ice formation and other adverse weather conditions.
• The maintenance of all associated ice prediction software.
• Manage sensor data (and camera images where installed) from Outstations
• The facility to digitally display Thermal Map data.
• Provide all of the features described in this document.
• The Service Provider will also be expected to engage with the AGMA Combined Authorities in developing and improving the delivery of the winter service during the term of the contract.
