Description
Rushmoor Borough Council ('the Council') is inviting tenders from suitably qualified demolition contractors for the demolition of Pinehurst Car Park, a double storey reinforced concrete car park situated within a roundabout between the A325 on the east and the A327 on the west. The car park is to be demolished to allow for new road infrastructure as part of a wider Civic Quarter development.

The road level is approximately 2.5 m above the ground level parking with a level difference made up by a combination of brick walls, embankment, and precast concrete retaining wall. The age of the car park structure is unknown but is thought to date from the 1980’s. It appears the car park has been built around two mature oak trees, online records show there no Tree Preservation Orders (TPO’s) protecting these trees.

Pinehurst car park is situated within a roundabout. It's crucial to maintain the surrounding roads' functionality throughout the project. Demolition activities must prioritise the preservation of these roadways, avoiding any harm resulting from extensive ground activity.

The car park is a largely independent structure. The only areas that will require extra attention are the retaining walls on the northeast and south east elevation of the car park that require to be retained to support the road embankment. It is noted that the existing road infrastructure, subways and the independent brick retaining walls that support the road embankments are all to be retained as part of this demolition.

The works value is estimated at approximately between £600,000 to £700,000. The contract will be let using the JCT Design and Build contract 2016 Edition.

4.1. The Council is targeting to have awarded the contract by Friday 8th March 2024 with commencement on site by Monday 8th April 2024 and estimated operational completion by Friday 11th October 2024.

The Council aims to conclude the procurement under the following timescale -

2 Site Visit One TBC Monday 15th January 2024 at 10:00
3 Site Visit Two TBC Friday 19th January 2024 at 10:00
4 Deadline for requests for clarification Tuesday 30th January 2024 by 16:00
5 Tender return deadline Wednesday 7th February 2024 by 10:00
6 Notification of award Friday 1st March 2024
7 Contract award Friday 8th March 2024
8 Works Commencement Monday 8th April 2024

6.3. Compulsory site tours will be held on -
• Monday 15th January 2024 at 10:00
• Friday 19th January 2024 at 10:00

Tenderers are required to undertake a site, if a tender is received and there is no evidence that the tenderer has attended the site, the Council reserves the right to put the tender aside.

Interested suppliers must confirm full names & positions of attendees via ProContract correspondence by Thursday 18th January by 12:00. A maximum of 2 attendees are allowed per tenderer.
