Description
Sefton Council is seeking to appoint a suitably qualified multi-disciplinary integrated technical consultancy team (MDT) to assist in the preparation of feasibility and viability of establishing a Housing Development Company (DevCo) and subject to this test proving positive, to work on behalf of the wholly owned DevCo to support its proposals to develop new residential schemes within the Borough.

The services required are all at a business planning stage and viability testing. Therefore all studies will be produced at a RIBA Plan of Work Stage 1 and 2 and be taken forward into the outline business plan and business case and the final business plan and business case.

Please note that the Council is also seeking to appoint other specialist advisors, and separate appointments have been made for Financial Advisory Services and Legal Advisors consultants whom the successful consultant will be working with and alongside as part of the wider project team.

Sefton Council Regeneration and Housing department holds information and intelligence on 27 Council owned (potential) development sites that have been initially assessed with potential for housing.

This information includes:
• Housing market location – housing market area description.
• Access to services - assessment of the site's proximity to key services.
• Potential constraints to development.
• Wider or more specific development benefits for the local community.
• Site development readiness - how quickly can the site come forward for development?
• Site competition proximity - how close to the site are other proposed housing developments?
• Market development category – a description of the types of development or developer most suited to the site.

This site information and intelligence will be shared in full with the successful consultancy team who will be required to review and refresh it, ensuring that the most up to date and comprehensive information and intelligence is available to the Council for use in its decision making process, with regards to each of the potential housing development sites.

For the Scope of these services (stage 1) three sites have been selected and will be presented in the Outline Business case and Business Plan to the Project Board and Member Reference Group for the DevCo.

It is envisaged that one of these identified sites will be taken forward (stage 2) as the basis of the Full Business Plan and inaugural development of the DevCo.

Contract Period

These Services will commence within one week from the notice of intended award and appointment and should complete July 2017. Consultants shall record this within the pricing and overall assumptions including attendance to and from the Councils Offices and the sites.

Consultants will be expected to attend site for project team meetings (weekly) and should consider the same within pricing elements.
