Description
Sevenoaks District Council is publishing a call for competition from suitably qualified service providers to provide a range of management and related services to one sports and leisure centre known as White Oak Leisure Centre in Swanley. The centre will be redeveloped in the period between the award of this contract and the commencement of the management obligations of this contract (targeted in Autumn 2021).
Responses to this Selection Questionnaire will be used in the first step of selecting applicants to tender.
It is intended that the Council will shortlist up to 4 applicants to be invited to submit tenders by an Invitation to Submit Detailed Solutions. Where fewer than 4 applicants qualify for this shortlist, the Council may proceed if it is satisfied that there are sufficient tenders to ensure genuine competition.
Thereafter applicants will be requested to submit their tenders and the highest scoring tenders, assessed in accordance with the published evaluation methodology, will be invited to proceed to the final tender stage. It is envisaged that a minimum of 2 and a maximum of 3 applicants will be invited to proceed to the final tender stage.
The contents of submissions at the tender stage will form the basis of negotiation meetings during the Final Tender stage. Following the conclusion of the meetings, the Authority will invite Final Tenders.
Tenders will be sought on the basis of a contract with an initial period of either 15 or 20 years. In each case these would be with an option for the period to be extended by written agreement between the parties for a further period of no more than 5 years.
Sevenoaks has commissioned a development partner to redevelop the White Oak Leisure Centre. The existing centre will remain open whilst the new centre is built.
The successful bidder under this procurement will have the opportunity to engage with Sevenoaks and the development partner during the construction (RIBA stage 5) of the new
centre.
