Description
Dorset County Council, on behalf of Public Health Dorset, is seeking tenders for the provision of substance misuse services across the local authority areas of Bournemouth Borough Council, Borough of Poole and Dorset County Council.
The services to contribute to the vision of the 2016-2020 Bournemouth, Poole and Dorset Alcohol Drugs Strategy, which states:-

“We aim for everyone living in Bournemouth, Poole and Dorset to have a balanced attitude to alcohol and other drugs, and we have an ambition for sustained recovery, reducing harm to individuals and the wider community.”

Substance misuse treatment can contribute to all three domains of the local strategy – prevention, treatment and safety – and should embody the principles it identifies:
• Build services around the need of the service user, their families and the wider community
• Focus on areas of demographic and geographic need
• Work in partnership to make best use of all resources in our communities
• Share appropriate information for the benefit of design and service user support.
It is intended to split the contract award as the following separate lots; seeking a single provider per Lot:

Lot 1 – Dorset Integrated Service
An all age integrated treatment service for both adults and young people to include both prescribing and psychosocial support in the local authority area of Dorset County Council. Residents of Christchurch will receive prescribing support and associated interventions (including some psychosocial work) through the Lot 2 service for the conurbation; this work is therefore not included in Lot 1.

Lot 2 – Recovery Oriented Prescribing Service for Bournemouth, Poole and Christchurch
An all-age service providing substance misuse prescribing for Bournemouth, Poole and Christchurch.

Lot 3 – Poole Psychosocial Support Service
An all-age service providing psychosocial support to those with substance misuse issues in Poole.
Tenderers may tender for one or more lots.






Contract Period: The contract period will be 3 years with the option to extend for up to 2 years, in 1 year increments; subject to satisfactory performance.

Contract Value:
• Lot 1 – Dorset Integrated Service @ £ 2,191,100 per annum [total contract value based on potential 5 year contract @ £ 10,955,500]
• Lot 2 – Recovery Oriented Prescribing Service for Bournemouth, Poole and Christchurch @ £ 890,000 per annum [total contract value based on potential 5 year contract @ £ 4,450,000]
• Lot 3 – Poole Psychosocial Support Service @ £ 840,711 per annum [total contract value based on potential 5 year contract @ £ 4,203,557]
Total aggregated value [all Lots x 5 years] @ £ 19,609,057.
