Provision of Extra Care at James Horrigan Court

This procurement exercise is being run as an open tender to award a contract for the provision of a 24/7 Care and Support Service at James Horrigan Court, Dale Acre Drive, Netherton, Merseyside, L30 2RZ.
Clients served are aged 55 or older assessed by the Purchaser as having needs relating to any one or combination of physical, learning, sensory, and mental health needs (including organic mental illnesses such as moderate levels of dementia as well as functional mental illness such as depression, schizophrenia, mood disorders and anxiety).
The objective of the scheme is to provide a setting where Service Users are able to live in their own home in a safe, private and secure community whilst enjoying the benefits of having a CQC Registered Contractor on site 24/7 to provide planned and unplanned Care and Support and a range of activities to get involved in to improve social life and reduce loneliness.
The overarching aim is for the combination of the ECH and the Care and Support to impact residents’ health and wellbeing to a degree whereby it increases their ability to live as independently as possible at home for longer, preventing or delaying the need to move to residential care and reducing unplanned hospital admissions.
Depending on the residents’ assessed need the Care and Support Service could include tasks falling in to the following categories;
1. Personal Care,
2. Washing and Dressing,
3. Toileting,
4. Nutrition,
5. Diet and Food Preparation,
6. Administration of Prescribed Medication,
7. End of life care,
8. Housekeeping,
9. Social life through activities and internet,
10. Laundry,
11. Collection and Delivery,
12. Exercise,
13. Moving Service User,
14. Appliances and Adaptations,
15. Practical Life and Social Skills/Rehabilitation,
16. Pet Care,
17. Executive Functions (money banking and bills etc),
18. Assistive Technology,
19. Partnership working to address the holistic needs of the Service User, responding to assistive
technology, signposting.
The annual ceiling price for the Contract is £200k inclusive of provision of an average of 200 hours per week Care and Support and 70 fixed hours per week Waking Night cover for the scheme. The scheme has 71 Flats of which on average 25% have a Care and Support Plan and 100% have access to a pull cord system to summon help in the event of an emergency.
The Contractor will invoice the Purchaser every 4 weeks and only for actual hours service provided to eligible service Users (determined by a statutory assessment under the Purchasers Eligibility Criteria, Eligible for public funding following a financial assessment by the Purchaser (IE: a ‘self-funder’); Not in receipt of funding as part of a Direct Payment.
The hourly rate the Purchaser pays to the contractor will not vary and will be the same for day, night, bank holidays. The Contractor will need to take care in calculating the hourly rate for their bid to ensure The National Living Wage (NLW) is covered, to ensure overheads are sufficiently absorbed including any enhancements they might pay for bank holidays. The Purchaser will have the right to spot purchase from the Contractor at a reduced rate due to fixed costs already being fully absorbed in to the hourly rate for the block.
Unused hours can be carried forward, used later and invoiced later, as long as it’s in the same financial year and based on actual usage.
The invoice will be made up of 4 parts;
1) Waking Nights - Relevant proportion of (10 hours per night (22:00pm to 8:00am),
2) Planned Care and Support - Actual hours
3) Unplanned care and support - Actual hours
4) Group Activities - Actual hours

Cumulative £ number of unused hours carried forward
The ceiling price is subject to reduction for any increase in the number of service users dealing direct with the Contractor e.g. direct payments or self-funders. This would not affect the overall amount paid to the Contractor, it would just mean that the payment was coming from different sources.
