Description
As part of South Cambridgeshire District Council’s work to support guests from Ukraine through the Homes for Ukraine scheme, we are working with our local communities in their efforts to welcome and provide support for guests.

By providing ‘English for speakers of other languages’ (ESOL) courses, to Ukrainian guests who have arrived under the Homes for Ukraine scheme, we would like to support guests to improve their English reading, writing, speaking, and listening skills. These courses will also help to improve social interactions and everyday life as well as improve job prospects.

We will require suppliers to provide cost effective, flexible, high quality and value for money ESOL classes. To include:
• Flexible and responsive classes which primarily focus on conversation and the language needed to navigate day to day life and for seeking employment opportunities in the UK
• Classes that are line with best ESOL practice
• Classes that are primarily aimed at adults, but can include older children that attend secondary school
• Classes will be taught by qualified ESOL tutors and supported by teaching assistants (where required)
• Progress reviews which will be provided at regular intervals throughout the course
• A reasonable ‘dropout policy’ will be provided to ensure spaces are filled as consistently as possible
• Certificates of achievement which will be awarded to students at the end of the course.
• The promotion of other schemes run by South Cambridgeshire District Council (and, where appropriate, its partners) to be included in lessons, for example free bikes, laptops, Ukraine small grants scheme

All teachers and assistants providing the lessons will need to have undertaken appropriate safeguarding training. Safer recruitment and safeguarding procedures will need to be followed by the supplier/tutors.

Public liability insurance for each class will need to be provided by each supplier.
We will require ESOL quotations for a total cost per course based on three LOTS, any combination of which can be tendered for together:
a) ESOL course to be run at a suitable location in the South of South Cambridgeshire (for example only - Whittlesford, Shelford, Melbourn, Caldecote, The Mordens).
b) ESOL courses to be run at a suitable location in the North of South Cambridgeshire (for example only - Girton, Cottenham, Swavesey, Fen Ditton, Fulbourn, Milton, Waterbeach, Impington).
c) ESOL courses to be offered to be run online , as an option for those who can’t attend in person.
All courses will need to be completed by 01 September 2024 i.e. one academic year from the start in September 2023.
