Description
Docklands Light Railway Limited (“DLR” - part of Transport for London) is inviting companies to participate in market engagement for the Beckton depot procurement as part of its DLR Rolling Stock Replacement Programme (RSRP).

As part of the RSRP, DLR is procuring 33 new fixed formation trains to replace the life expired B90/92 fleet and 10 new fixed formation trains to meet service requirements for growth in the Royal Docks area . To facilitate the delivery of the new rolling stock, Beckton Depot will need to be extended for maintenance and stabling of the expanded fleet. It is these extension works that will be the subject of the market engagement and procurement.

DLR is holding a supplier engagement session on 30 October 2017 in London. The purpose of this will be to explain the Beckton depot works requirements, scope and programme in greater detail before the procurement begins next year. Estimated value £50 - £100m.

A market sounding questionnaire will be issued shortly after the event to solicit feedback from attendees on topics such as interest, packaging and some technical topics. The feedback received will be used to inform DLR’s requirements and procurement strategy for the Beckton depot procurement.

Submission of Expression of Interest

If you would like to participate in this market engagement, please submit your expression of interest via on TfL’s e-procurement portal, ProContract (https://procontract.due-north.com/) by 12pm 27 October 2017.

Respondents will be sent further details of the supplier engagement session and asked to confirm whether they would like to attend.

Terms of the Market Engagement

DLR will manage this process in an open and transparent manner. Interested parties will not be prejudiced by any response or failure to respond to the market engagement exercise. Direct or indirect canvassing of any employee or agent of DLR, TfL or any TfL group company by any company concerning this requirement, or any attempt to procure information from any such employee or agent concerning this Notice outside of the formal process described in this document may result in the disqualification of the company from consideration of any future procurement activity.

This Notice is issued solely for the purposes of the market engagement. No information contained in this document, or provided during and for the market engagement exercise, constitutes any commitment by DLR, TfL or any other member of the TfL group or any of its or their stakeholders to undertake any procurement exercise in the future. This Notice does not constitute a call for competition to procure any services, supplies or works for DLR and DLR is not bound to accept any proposals offered. DLR is not liable for any costs, fees or expenses incurred by any party participating in the market engagement. Any possible future procurement of any services, supplies or works by DLR would be carried out strictly in accordance with the provisions of the applicable Utilities Contracts Regulations.
